    Hi for you to receive packet 3 ur documents have to be sent from NVC to the consulate in ur country. once u contact NVC and they say packet 3 has been sent to the consulate then u need to call consulate to see if they received ur packet.wen they do ask them via email if they can sent u packet 3 via email. Make sure u follow up with DOS everyday.Once they say packet 3 is sent then email the ds2...
