I'm sorry but the petitioner has an income on his own we are just afraid we might not meet the poverty guidelines so the stepfather will be merely a backup just in case the income of the petitioner might get short

But then, I also posted another question here on VJ asking that if its ok for the stepdad to fill out I-864 instead of I-864a even if they live in the same house, someone answered yes, for AS LONG AS the petitioner/sponsor doesn't have any financial dependency on his joint sponsor...
