Met my now husband 2 1/2 years ago while on a cruise, it was absolute love at first sight. You have to have the PCC done prior to the interview to submit to VFS office. My husband had to pay extra for his to get his quickly. See if maybe she can go to Mumbai and have done. We did not submit the PCC to the NVC, only a police clearance.
