What is his nationality? If Indian then yes will need one from India.

Where did he live before 2004?

before 2004 he lived in INDIA,his is an Indian citizen.

my husband was in UAE,until January 2011 from feb 2004,and obtained police certificate from UAE on january 2011.Now he is in India Does he need to get a police certificate from India also?

today I got an email from nvc says the national visa centre has received all required fee payment for the immigrant visa case of my husband.Now complete an application for immigrant visa and alien registration,Pay particular attention to the requirements for police certifiates.what does it mean?can anybody help me.thanks
