My usa immigration interview experience at Mumbai consulate:

Preference category: f4
We (me, my parents and my brother ) reached at consulate at 5.45 am. We were made to stand in the queue at about 6:30 am. There were two ques one for the Immigrant and the other for the No-Immigrant Visas. (student visa ,visitor visa , b1 ,b2 )
My brother was standing on other side of the road because his name was missing in appointment letter.
After 5-10 minutes , 2 vfs guys check bar-coded sticker with the help of tablet and scanner of non-immigrant visa applicants. And also told all immigrant visa applicants to hold their appointment letter in hand .
Then at sharp 7.00 am we were allowed to enter into consulate. There is sitting arrangement outside the security room’s door.
After 2 minutes we were allowed inside into the security check room, where we were asked to put all the bags, files, watches, wallets and also the sweaters and jackets into a plastic basket which they gave for a security scanning.
After the security check we were sent to waiting area , which is located at main entrance of the consulate. after 2 minutes we enter into consulate .a window no.16 one lady stuck 2 stickers of token no on my mom’s appointment letter.
There are two series of token numbers. One starting with letter I and the other with S.
After that we were made to sit in the chairs arranged in front of the 16 counters (where the interview would be conducted).
At 7.45 am , our token no displayed on big screen .we went to window no 4. Young Indian lady was there behind the glass.
Indian officer : Give me your appointment letter. I gave i/l .then she asked for passports . I gave passports. Then she gave us our original documents back which we have submitted to NVC.
Indian officer : In which language you want to give your interview.
My mom : gujarati.
Indian officer : Give me mam’s birth certificate(photocopy) , pcc and medical report. I gave all documents .
Then she asked for my dad’s birth certificate (photocopy ), pcc , medical report.i gave all documents.
Indian officer to me :you are over 21 , so your case is closed. However there is a law called CSPA. i will count your CSPA age and I will let you know if you are eligible or not.
Me : mam , my brother is also derivative beneficiary of this petition , we have paid iv fee(404$ ) and also submitted ds-230 in 2010.
Indian officer look into computer and file , then
Indian officer : you haven’t paid iv fee for him.
Me: mam we have paid. I gave receipt .
Then she asked for tax returns of petitioner and co-sponsorer of 2011 . I gave tax returns.
Then she asked for I-864 and I-864A of petitioner and co-sponsorer .i gave .then she asked for one photocopy of I-864 of co-sponsorer.i gave.
Then she started questioning my mom .
Indian officer : who is calling you mam to united states ?
My mom : my sister.
Indian officer : what is she doing there ?
My mom : job
Indian officer : how long she has been living there in united states ?
My mom: 25 years.
Then she instructed my mom and dad to put their hand on scanner for finger prints
Left four fingers > right four fingers > two thumbs.
Then she told me to wait .she closed window .after 15-20 minutes she called me and asked for my birth certificate , pcc and medical . I gave. Then finger prints .
Then she gave me two form to sign .
1. For u.s military selective service.( it is only for male b/w 18-25 )
2. Other form stating that I wont marry until I receive green card . I sign both forms and gave her.
Then she told me that you have to register at near by post office for us military within one month when you go to states. If you wont register there , you will be fined 250000 usd and 5 year jail. I say ok I will register there. Then she check the forms and signed “CSPA WORKSHEET” for my brother. I saw that from glass..to my surprise there was not my cspa worksheet..( i think my age was locked when we paid fees and submitted ds-230 in 2010.)
Then at 8.45 am. Again our no displayed .we went to the window. There was amrican lady ssiting with Indian lady (interpreter) .
CO was very polite , very good nature woman. she was smiling throughout the interview.
CO said gm ..i said gm..then she started asking questions.
CO : who is calling u to usa ?
Mom : my sister.
CO : is she there in usa righ now? She has been living in usa for how much time?
Mom : 25 years.
Suddenly she realize that she forget to get our signs on ds-230. Told us to take oath and sign ds-230.
Co : how many times she call you ?
Mom : almost everyday
Co : ohh..so you are very close to her. Nic .
Co : do you remember on which topic you talk with her ?
Mom : about today’s interview
Co : make sense
Then co asked me.
Co : do you know names of your cousins ?
Me : yes.
Co : do you chat with them regularly ?
Me : yes. On video call.
Co : skype ?
Me : no . on facetime
Co : ohh….so you all have iphones
Co : do you have any pictures ?
I gave all pictures with my aunty .she was smiling while looking at pictures. And also commenting on pictures.
In one snap , I wore Hollister t-shrt , so she asked me did your aunty bring this for you ?
I replied yes ..
Co : this is American culture
Co to mom : your interview was fine. But your elder son has to appear for his interview along with all his documents and all passports . Then she discuss something with Indian lady then she gave me one letter for my brother’s interview appointment.
I thanked her.
Co : have a nice life in united states. we left consulate by 9 am. As we left consulate, my brother was standing outside consulate..and by looking at our smiling face he understood that he was eligible under cspa
31 january ( my brother’s interview )
Lines formed at 6.15 am . then he entered consulate.took token .
Then give all documents ( pcc , medical birth certi , ds-230 ), i-864,i864-a )
Then one male American CO took interview.
Co :who Is calling you to usa ?
My bro : my aunty
Co : when did you met your aunty last time. He answered.
CO : your families visas are approved, you will receive your passports within 2-4 business days .
He came our from consulate at 10 am. Time to celebrate :dance: :dance:

commissioner PCC( local pcc ) is required to apply psk pcc (passport clearance certi ) < some psk dont ask for local pcc ,but majority ask for local pcc >
and for visa application you need the ppc obtain from psk only .
documents required for psk pcc
* local pcc
* photocopy of passport ( first page-last page)
* residence proof ( if your permanent address is not same as in passport )
* checklist or appointment letter ( nvc )
* application reference number ( simple make account on psk website , and upload filled form of pcc application ) and print out that document
* 500 rs
* carry original passport so that they can stamp
however pcc process varies from state to state....so just go to psk and ask for requirements

i also tried today morning to call dos , pan i think it was close.
ohhhhh....means she was telling regarding this month..ya u r right..in august vb, it was 15 feb .
i thought she didn't know that September vb is already published :rofl:

i also think that there will be increase in movement in f4 , but not that much that we can expect 3-4 months , i think 1.5 to 2.5 months movement will be there.
i need one month to be current ..but i think oct vb will be 22nd april or 1st may ...
now waiting for nvc start schedualing appointment for october ..i 9o its too early

you will get in min 1 to max 10 days.
just keep checking your inbox...and plz update the forum if u get appointment letter.
and normally there is 25-50 days gap for interview...so that you can do your pcc and medical

Strange ... Coz usually they put vb first on net then they put iv appointment list after12th date every month
And they put list today on 4th !!!!!
I must say mumbai consulate is preety quick
approx 444 applicants get appointment

ya man ..and total num of processing window increased from 13 to 44...
so now mumbai consulate can process visas much faster

According to the law (7% per country cap) means:
All family preferences (F1+F2A+F2b+F3+F4) including IV visas and Adjustment of status including family and employment
(bcoz H1 will adjust their status through employment one) = 226,000(family) + 140,000(employment) = 366000 Total numbers
be issued to all among the world.
India's or any other country's 7% cap means = 7% of 366000 which is = 25620 (including all family IV visas and adjustment
of status (includes all family preferences) + all employment in a fiscal year)
15,820 is the total number of visas and adjustments of status that can be issued to the citizens of any one country in
the Family based categories, 9,800 is the total number of visas and adjustments of status that can be issued to the
citizens of any one country in the Employment based categories.
The 7% cannot be applied to each category or sub-category. One can immagine, for example, a scenario in which all of a
particular country's 7% limit is consumed by adjustments of status. In such a situation there would be no visas issued in
either the family-based or the employment-based categories.

and f4 is s "sub"-preference category .
so in every fiscal year india has 25620 visas.(15820 for family based and 9800 for eb)
it doesnt matter that which sub-category uses how much visas from it( total 15820 )..lik f1,f2(a,b),f3 ,f4...
generally every year approx 10000 people are interviewed under f4 category.and remaining is for f1,f3,f2a,f2b.
in fy 2010 10076 people were interviewed.
