B1/B2 renewal UAE

So my parents b1/B2 for 10 years was nearing expiry and I applied last year - we made a mistake on one of the forms about 10 finger printing and didn't get a visa waiver.  We kept trying to get a date for interview date and life happened.  

Eventually their visa expired -  they are in a 5 month window now - but as we know the UAE embassy has been closed due to the Middle East situation.  My parents are currently in India (Mumbai) and I have started a new application for them...  Its says Photo will be taken at the ASC - is this the default for all and doesn't necessarily mean they are not getting the visa waiver? I don't mind paying again but really want at least a chance at waiver...

They meet all the criteria for Visa Waiver.

Are they Indian?

 

The doc drop off is the first step and that’s for everybody. Only after that will the decision be made on if they need an interview or not.
