Removing divorced spouse and adding current spouse

Hi,

I am having problem removing divorced spouse using CEAC system. The system takes in the information and divorce document and goes under review when submitting the removal request. However, it goes back to original Pay Now status in a moment without submitting the request to CEAC for review/approval. I cannot add current spouse until the divorced spouse is removed. I submitted request to NVC using public inquiry form explaining and uploading divorce documents but they replied saying I have to do it using the CEAC system on my own. The system obviously has a glitch. Can someone please suggest what are my options to resolve this. Thank you.
