A stay of 12 years isn’t tourism, no way you could argue that. And as said above, her maximum entry on a B visa would have been 6 months. The visa itself may be 10 years but that’s not the same as the authorised stay period. 
 

The issue you have now is that it looks as though she’s tried to hide her overstays by omitting them, which would be misrepresentation (risking a lifetime bar from the US). So you absolutely need to get ahead of this and have her fess up. Contact NVC asap, and the consulate. And you need to find out how she was able to enter all of these times (again, to make sure she never lied). She needs to get it all very clear ahead of her interview. 
 

Just to confirm, she hasn’t entered the US since 2015? Sounds like she’d have had a 10 year ban but that would have run its course by now - as long as she didn’t try and enter during it.
