I got NVC document checklist but it does not say if I have to upload to physically mail the documents. Can someone please help me with this? 
Also the checklist mentions a list of documents which I guess is not applicable to me. How should I know what to send?

It should tell you exactly where to send them?  And what to send too. If it doesn’t then are you sure that was the Welcome letter (email)? Maybe it was something else?

 

You do need to mail them. 
 

Also, make sure you’re following the instructions for this step on the usual website. Including the country specific docs. https://travel.state.gov/content/travel/en/us-visas/immigrate/the-immigrant-visa-process/step-5-collect-financial-evidence-and-other-supporting-documents/step-7-collect-civil-documents.html

Thanks. The pdf I received from NVC has a document cover sheet. But as a EB2 applicant most of those does not apply to me like tax receipts, income, etc. I hope I am right. 

Also it says "After completing the required steps, submit documents to NVC by following the instructions at https://nvc.state.gov/mail. I guess they want it to be mailed which I did just today. 

Is there any guidance documents on this forum. Forgive me I just joined.

Yes, you need to follow the instructions on the link I gave you above, alongside the document cover sheet. That tells you exactly what you need to send.

You put the thread in the Canada forum so it's not city specific. Thanks again. Just one more question for now, I don't see any upload button in CEAC to upload my civil documents for submitted my DS260. Does this mean I have to physically mail my civil documents? Or should I wait sometime. Even in my welcome letter from NVC there are no clear instructions to mail or upload the civil documents. Just this link:  https://nvc.state.gov/mail

As I said above, you need to mail them. EB applicants can’t upload.
