Can someone please confirm how long India PCC is valid for CR1 visa

According to these documents here from NVC it is two years but I keep getting conflicting information

The regional passport office says 6 months but I think this does not apply because they are referring to for India usage purposes. 

Anyone actually hear of anyone with PCC between 6-24 months old get denied ?
