Complicated México Adoption?

I will try to summarize our scenario

 

📍

*Dual nationality couple (USA &  México) 

*Awarded custody of minor by DIF (state run entity) 

*Living in Mexico with child

*Mexico/USA part of the Hauge Convention

 

Our hope is that we can file a simple I130 for our daughter once the two year requirement of living with her is up. But in truth is we don't know what the process is to bring our baby to the USA

 

We are worried because of the hauge convention, also because we don't know when the 2 year clock starts ticking, or if our petition will be denied.
