Murder is the unlawful killing of another human being.

Terrorism is a political act - the use of violence or intimidation in the pursuit of political aims.

Words have specific meanings.

Exactly my point - and the point of that word is to ascribe a particular set of meaning to an act that may not necessarily reflect the truth.

You'll get no argument from me that the motivation for yesterday's mass murder in Paris was terrorism. But the act itself was still murder, regardless of what the perpetrator's motives were.
