Must redo medical- can we still be denied?

Ok, my question is two-fold.

First, to explain the background- my fiancé is from El Salvador and had his interview on August 14th, 2013 and we have been in administrative processing since then. Yesterday, we received and email from the embassy after 7 months in administrative processing requesting new medicals. Until they receive them, he is ineligible to receive a visa under 221(g) or whatever it is called. He was able to make an appointment for his new medical exams next week. This is the only additional paperwork that they have requested from him.

My question is, could we still be denied? or is this a pretty good sign that we are close to the end? And, does anyone have any idea how close we are to the end?

Second, He still has his passport, and they did not request him to send it in yet... should we just wait until they ask for it? or should we call and see if he can send it in?

Do you mind sharing why you were put in 221G-Administrative Review? why it is taking long? any idea?

I suggest not to send passport unless asked by consulate. just send what is asked.

When he had is interview on August 14th, they told him that they didn't doubt our relationship, but that they needed to investigate our case further. We were never asked for more paperwork or anything like that- he was never handed a paper explaining why... we can only assume. He has some very small tattoos from when he was young, and I believe that with the gang issues in El Salvador that they probably had to look into them, however, there is no significance to them, and he has never had any type of problems with the police or law enforcement... so, I THINK that is why, but I can't be sure.

We were just given the 221g information on Monday- saying we are ineligible because we lack necessary paperwork, and the only thing that they have asked for is the new medicals...
