Question about Sponsor and IV fees

Hello I have two quick question.

I read the I-864, the part of what the sponsor responsible for. But it wasn't really clear to me. Does someone have a link exactly what they are responsible for? Because I would like to let the person know who is going to sponsor my wife what exactly he is getting himself into.

Also all the sponsor need for proof is a copy of his taxes right?

Last question is, the IV fees are not showing up when I log into my account. Only shows that I paid the attorney fees, the IV fees are not being showed even though I got the email telling me I need to go pay for them. Is this normal?
