I-129F Residence of a Year and Forwarding to Consulate

We are requesting on the I-129F that the interview for the K-1 take place at the embassy in my fiance's birth country (in the Middle East) where he is currently a resident. However, in the field asking for the address at which my fiance last resided for a full year, we had to put the country of his European citizenship since that is where he last lived for at least a year as the move to his native country is recent. Do they pretty much always forward the case to the consulate where the beneficiary last resided a year or is it possible they will take into account his current residence?

They look at his current address to determine which embassy the petition will be forwarded to. Did he move after the petition was filed? My now husband moved after our petiton was approved and it was at the NVC. He sent an email with this new address to NVC and package 3 was sent to him without any problems. Although, it did not move out of the country just another town.
