Should my fiance try to file for a B2 tourist visa while we are in the process of waiting on our NOA2?

She COULD - Getting or being denied a tourist visa, getting in on a tourist visa or getting turned away - all these has no effect on your KI visa.

She however needs to make sure she can still proof strong ties with her home country (sometimes tuff when you are applying for a K1 visa - since you clearly plan to move to the states) She should never lie to the immigration officer, but not volunteer than she has applied for an E2 visa unless asked.

There are many treads on this subject. I am sure you can find a lot more information with a bit or reading that will help.
