Schedule interview if case is still at NVC?

My case is still at the NVC and apparently some embassies let you schedule your interview even if your case has not left the NVC. Is this the case with Thailand? Thank you for your repsonse!
When your status at the NVC changes from TRANSIT to READY, you can send Packet 3 to the embassy. When you receive Packet 4 the Embassy will schedule the Interview appointment. You will be able to check the Embassy website to get the date and time of your appointment. They are listed by NVC number.
