Review Topic: IR-1/CR-1 Visa


My husband had his interview this morning at the Embassy in Dakar, Senegal.


They looked at his passport and checked it in the computer.
They asked him the following questions: What is your wife's name? Where does she live? They asked about his nickname, "Sana Vincen," which I included as a nickname in the IV application because all our correspondence via Facebook is under his account with that name. He also uses that name for email. How did you meet your wife? In what year did you meet? What is the date of your marriage?
They viewed the originals and took photocopies of both his birth certificate and police record.
There was a problem with the marriage certificate because I mistakenly thought that he also had an original, but he only has a certified copy, which he showed to the CO.

He was then given a 221G letter with the following items circled: marriage certificate, with the notation "original," medical certificate (even though he had visited Dr. Hassan and had an exam, blood taken and chest x-ray done in the days preceding the interview), as well as the item at the bottom that indicates that the case requires additional administrative processing. The item that says the embassy will contact you for your next interview or appointment was also circled.
They did not keep his passport.
They asked for a phone number where he could be reached.
They did not ask to see any of the pictures or other evidence of our relationship that he had with him.

Does anyone know what we can expect in the coming days and weeks? Here are my thoughts and concerns:
He has a pretty common last name from his country of Guinea and he has the nickname--perhaps additional background checks have to be performed. His name is also Muslim.
Did we get admin review simply because he didn't have the original marriage certificate?
He went back to the clinic after the interview, showed the 221G and they said to wait for a call from the embassy.
I've heard people say that administrative processing AP is common at the Dakar Embassy.

Trying to stay calm, but it's disappointing after envisioning seeing him very soon.

The embassy has a turn-around time of less than 24 hours to email inquiries. Getting an appointment is a little cumbersome due to the need for a special calling card. The appointments are given to several people for the same day/same time and you just wait in the waiting room until your number is called. Very efficient process from fingerprinting to interview. I attended my fiance's interiew since we were worried about some "red flags" (age difference,language, religion), but when it came time for the interview, we were just asked a few basic questions in a conversational tone. The interviewer was extremely nice and tried to make my fiance at ease. When he asked if I spoke french, I told him that my french was "Baby french" which immediately prompted his question: "but then how do you communicate?". But he saw quickly that though grammar is nonexistent in my french, communication was not an issue since I "translated" his french to my fiance. I think we all saw the irony that my fiance could not understand "parisian french" (I assume that's what it was, since he has no issue with africans speaking french to him...or maybe it was the american accent?). The questions were basically "How did you propose?" and "How did you meet?", and he ended up asking me some follow up questions in very conversational tone and then told us we could pick up our Visa the following Tuesday once the medical was submitted.
And this brings me to the issues we had...mostly our fault, but hopefully this can prevent another couple to make the same mistake. My fiance did not get the medical done in time. We went after the interview. Xray was completed the same day and we could wait for the result. Bloodtest results took 24 hours and then we went back to Dr. Bahsoun for an appointment with our results. Dr. Bahsoun was kind enough to get us an appointment for the same day due to our situation and sent us on our way with the finished results that afternoon (usually count 5 days for the medical to be complete). The issue was that the embassy required us to call for another appointment just to drop off the medical, and didn't have one available for another 2 weeks. Luckily the receptionist took pity on us and talked to the officer if we could just drop off the medical without the appointment (our flights back from Senegal were booked and I had to get back to work) and they were willing to accomodate us. We picked up the visa the following Tuesday.
On another note, we originally had regular passport photos made, which were not acceptable. The embassy requires larger size photos. There is a photo place a few blocks away that fulfills the requirements, we simply went there and came back half an hour later with the right photos. You will need 2 photos to enter, and 2 photos for your application.
All in all, I was very impressed with the embassy staff and if it hadn't been for our own mistake with the medical, it would have been an easy and great experience.

I was present for the interview. I was surprised that the interview space was not private and we could hear every interview in session. My fiance opted to complete his interview in English so I was able to understand what he was being asked. The officer didn't ask him much. She asked how we met, what I do for work, what he does for work, and when did he start that type of work. She also asked him if I had been married previously and if I had any children. She did not ask any questions about our marriage plans or other questions about our families. After he completed his interview the officer asked to interview me and asked me the same exact questions. She asked to see our photos but no other evidence. I had submitted phone records and flight itineraries with my I-129F petition but she did not appear to have an interest in seeing the updated phone records. We don't have letters or emails because my fiance does not read or write very well (yet) and I documented that in a letter with the original petition. She did ask for my flight itinerary for my 2nd trip to Africa. At the end of the interview the officer said "Ok, we are happy to issue your visa today" and gave us a receipt to come pick up the envelope the following week. We were out on the street getting into a taxi and the guard called us back. The officer said "I'm very sorry but this will require additional processing. Unfortunately this typically takes months so I suggest you go back to your lives." I wasn't too impressed with her response and the fact that she did not try to "put it through" (whatever that means) before we left. I could not get any additional information about what "additional processing" means until I went back to the embassy the next day and politely insisted on getting some more answers. I talked to a man that was a little more helpful. He said "I cannot give you too much information about our process but I can tell you that your fiance has a very common name." I said so you need to do a background check? He looked at me and nodded his head. He said if we have not contacted you in 60 days then send us an email. After I returned home I emailed the embassy to find out exactly where my case is being "held" and they replied with the Visa office in Washington. So now, we wait...
