    You can not file for a father-in-law. An LPR can not file for a father. Your husband must be a USC in order to file for his father.
    There is no such thing as co-applying. There can only be one petitioner.
    It's faster for the USC stepparent to file than for an LPR parent to petition a child. It would take a year for you to petition for your stepson. It would take 2 years for your LPR husband to file for his son.

    only your husband can file for his father
    you can file for stepson, as long as his mother consents and authorizes to live here in the US
