I have flown back to see him several times. Unfortunately, his tourist visas keep getting denied. He officially proposed on June 8, 2010. We have applied for the fiance visa and are anxiously awaiting our answer.
So, my fiance brought the requested papers to the embassy today. He was told to bring more papers and that most likely we'll be denied. I feel like for some reason they don't want him to come. He's already had two tourist visas denied. I'm trying to keep hope, but I'm starting to break :'(

The Congressman will probably need to know why the woman said your fiance will probably be denied before he can help you. Have your finance tell you everything that was said so you can give as much information to your Congressman as you can. I wish you luck.
