Called uscis. Our case is being passed around there for some reason. I feel like crying

After no joy at nvc I called USCIS to find out if it had even been sent. Got tier 2 rep who tracked it. He just said he saw where it was moving from cart to cart but that may be normal behavior as it makes its way out the door. He put in a service request. Now I'm scanning NOA2 for NVC to inquire as well, like they asked me to.
