    You've told us that he was denied due to your age difference in your first post.
    Multiple people have asked just what kind of age difference are we talking about?
    Yet as a response, you continue to say 'age isn't an issue'.
    Apparently it is if it is the reason you got denied.
    If you don't feel comfortable giving your exact age, how about an age-difference range?
    < 5 years?
    5-10 years?
    10-15 years?
    15-20 years?
    20-30 years?
    30-35 years?

    We didn't put it on our packet, either.
    A quick search through the forums shows plenty of people who forgot and had no issues.
    My understanding of the process is, the P.O. Box in the address is specifically for I-751 applications anyways, so it shouldn't matter that much.

    He had no tax taken out, thus he couldn't get anything back by filing.
    You aren't required to file a tax return under certain circumstances. (which he falls under.)

    There's nothing in there about permanent residents, which was why I was asking if there's anything specific for them requiring them to file. I think the letter attached to the n400 sounds like the best idea.

    This is covered by the photos you bring to the embassy for your interview.

    Brace yourself because this is going to sound a little harsh...
    Your fiance didn't read the form instructions. Even without the VJ guides, you could have successfully submitted the I-129F petition AND included all of the required supporting forms, documents, and evidence just by exactly following the instructions for the I-129F form.
    You don't need "proof of relationship" with the petition. You DO need proof that you've met, face-to-face, sometime in the last two years. You also need original statements from each of you indicating your intention to marry, and you may provide additional evidence to support your intentions. All of this is covered, in painful detail, in the form instructions. The form instructions also tell you to submit a G-325A form for each of you, and THAT form also has instructions. There is also evidence that must be submitted, and other evidence that may be required, depending on your circumstances. Again, it's all covered in detail in the form instructions.
    I have seen other cases where people didn't read the instructions, and sent only the I-129F form, and they got a lengthy RFE asking for all of the additional required forms, documents, and evidence. I've also seen cases just like yours, where the petition was flat out denied. A USCIS adjudicator receives guidance in the Adjudicators Field Manual to send an RFE rather than deny when a case would be approvable if further evidence were provided, but this is a discretionary call the adjudicator makes. If they received none of the required evidence then it's understandable that they might not have the patience to play RFE tag with someone who clearly doesn't understand what they were supposed to have done.
    It's also possible that your fiance blew some extremely important declaration on the I-129F. For example, did he check the "married" box for either of you? Did he fail to indicate how he acquired his US citizenship? Did he check "no" to question 18 - have you met and seen each other within the past two years? Did he check "yes" in response to the criminal conviction questions in part C? Did he fail to sign the form? Any of these would be sufficient reason to deny the petition outright, though some of these could have been overcome by providing the appropriate evidence.
    Is your fiance subject to the IMBRA filing limitations? If so, did he include a request for a waiver? Don't know what I'm talking about? Of course not, because you didn't read the instructions.
    Look, I'm not trying to rub your faces in this, but you and your fiance need to understand that the US government is beyond ####### when it comes to getting immigration paperwork right. They will not take you by the hand and walk you through it. They publish detailed instructions, and they expect you to follow them.
    A minor point on semantics - don't refer to the I-129F as a "demand". There are many things which Americans have a right to demand of the government, but immigration is not one of them. Every immigrant visa petition is a "request", and a request can be denied.
    Read the guides. Read the form instructions. File again.

    The two major vaccinations you need is the Td/Tdap, and the MMR (for your age group).

    I believe that vaccinations aren't strictly required at the time of the K-1 visa, but you need them for the AOS.
    If you do not get them now, you will HAVE to get them in the U.S.
    Many people in the UK get them done by their GP to save them money.
    You can also get them done /at / the medical, but they are quite expensive.

    In general, I would tell a person that age isn't a major factor.
    In general, I would also tell a person that number of visits isn't a major factor.
    However, when you start adding up these things together, you /may/ start raising questions.
    You have three issues that I see:
    --- 1. A high fraud country.
    --- 2. A significant age difference
    --- 3. A single visit
    Make sure you document your relationship well and be prepared to answer questions.

    As others have said, starting the relationship online is absolutely fine.
    I would hazard to say that quite a few of us here started our relationships online.
    The term met/meet is where you need to be careful.
    You have to have 'met' (as in face to face) at least once in the last two years.
    If you have not had a face to face meeting, then you cannot apply.
    (That is, unless there is some social custom/other applicable waiver-worthy issue preventing it, and then you have to file a waiver for it and provide proof)

    It seems to me that you do not want a K-1 visa.
    A K-1 means that your foreign fiance enters, you get married within 90 days, and need to file the AOS to get a permanent green card. Your spouse cannot work or travel until they get documents related to the AOS (Advanced Parole and Work Authorization).
    It sounds to me like you want to get married and have him continue to live/work overseas?
    Rather than a K-1, you want to just have him come over on a visit and get married then return home.
    Then file for the CR-1/IR-1 spousal visa when he is actually ready to immigrate.
    K-1 just doesn't seem to fit in your case.

    This is wrong.
    It's actually sent to a service center depending on what state you live in.
    Previously,petitions were sent to the service center directly based on your state (it was in the instructions), now the lockbox forwards to the service centers. But it's still the same split up as before.
    If you live in Alabama, Arkansas, Connecticut, Delaware, Washington, D.C., Florida, Georgia, Kentucky, Louisiana, Maine, Maryland, Massachusetts, Mississippi, New Hampshire, New Jersey, New Mexico, New York, North Carolina, Oklahoma, Pennsylvania, Puerto Rico, Rhode Island, South Carolina, Tennessee, Texas, Vermont, Virginia, U.S. Virgin Islands, and West Virginia.

    I understand that this is not in the current instructions.
    All petitions are sent to the lockbox.
    However, I have yet to see a K-1 petition that varies from what was outlined above.
    So, as far as I am aware, this is still the way that K-1 petitions are split.
    The OP's petition falls neatly under this, as well.
    As for why it is done that way:
    My guess is that too many people were sending petitions to the wrong service centers.
    To save themselves time sending petitions back and forth due to mistakes, they have them all sent to one sorting location.
    The I-130 and the K-1 (I-129F) are two separate types of petitions.
    They are handled two separate ways.
    They are sent to two separate lockbox locations, and sorted two different ways.
    I am speaking ONLY of the K-1 (I-129F).

    No one here is an expert, or a lawyer, or a spokesperson for USCIS (unless they state otherwise).
    You asked me why it was done that way (sent to a sorting facility).
    I am not a spokesperson for USCIS, so all I can do is /guess/ at why.
    As I said, I have yet to see a K-1 which does not fall under this sorting method.
    I will not argue with you further on this. I am simply passing on information.

    K-1 and Spousal are apples and oranges. Certain centers focus on certain types more so than others. IE: TPS visas are almost entirely VSC and next to none at CSC. Furthermore, as per USCIS instruction: "Form I-130 petitions filed with the Chicago Lockbox (I-129Fs are Dallas) will be routed to and adjudicated at the appropriate USCIS Service Center. This routing will be based on the petitioner’s place of residence." Place of residence instructions are different for I-130 than I-129F.
    Lock boxes are being used now to free up the service centers from having to process the payments AND adjucate them. Simple as that. It's what the government does and it is more effective that way too. Less work for staff whos main job is to approve/RFE/Deny. It's the government, it's what they do.
    Every single K-1 that I have seen filed here on VJ has gone directly to the service center in the area in which that person lives based on the old rules, regardless of what they "say now". People have had their K-1s sent right to Vermont over the past November to Now even though, by the way, it is backlogged 1-2 months. I put Vermont's address on my Intent to marry and cover letter as I knew it would be sent their regardless after it was sent to the Dallas lockbox, guess where mine ended up after Dallas...
    Furthermore, Tier 2s are not CSRs, they are ISOs (Immigration Service Officers) and they are not the "end all be all" by what they say. While what they say is more believable and closer to the truth, a lot of what they say is designed to get you off the phone and stop calling as well.
    So stop coming here and acting high and mighty because of what a Tier 2 ISO said.
    Twocats is more or less correct in what he posted and has been confirmed by the others posting here on where their K-1s were sent and by numerous other members who have filed in the previous months.
