Come on. :-) Why being so cryptic?
I did read what you wrote, and I just reread it. I'm an engineer and I actually write specifications so, believe me, I know what following instructions mean. I could do that, although some questions do come up like: how do I prepay an envelop that will be valid in Canada? I can probably figure out whether I can buy some stamp online I can print out and put an envelop like I would with the US post office but that's not the real question.
Put yourself in my shoes a minute. Wouldn't you wonder what this is based on?
And again how long is that supposed to take in practice?
Quite frankly if this is going to take a month or more, we'd rather have her take a trip to Toronto where she can visit some friends and get it done in 1-2 weeks. We are fortunate enough that money isn't so much of a problem. We can afford her flying to Canada and would rather do that if it saves us time and a lot of uncertain waiting. It's one thing to wait for a specific date, it's another to wait for something open ended, not knowing when it might actually happen.
    Thanks.

That's if you think being able to come to the US 2 months earlier is "pointless".
Unfortunately "half way through NVC" you still have a long way to go. We paid our IV fee at the end of July and eventually got an interview date of October 5th, without any RFE, without wasting any time sending our documents back.
So, I would have asked the embassy when the interview for the K3 would be.

I'm sorry. I didn't mean to offend you. I just meant to say that if you think it's horrible it's only worse for those of us for whom it takes even longer and maybe the difference in time it takes us is the reason why you think the current trade off is justified and I don't.
I don't think trying to keep illegals outside the country justifies victimizing thousands of legit couples. As I said before, this is backward.
The priority ought to be on doing the right thing for the legit cases.
As Bob pointed out it's the same problem as with the justice system. The US appears to always err on the safe side to the detriment of innocent people who get caught into the system and get their life crushed just so that we don't take the chance of having criminals on the loose. I'd rather we take the opposite stand because I think the damage is greater the way it currently is.
Of course it's a subjective matter. We all have our own values. Some will say having innocent people get through hell now and then is an acceptable price to pay not to miss any criminals. I find it totally unacceptable.
And the same goes with this immigration matter. And for what it's worth I don't agree with your statement "No matter how long or how short it takes ITS A HORRIBLE PROCESS!!!!" If the whole process was shorter, say a month or 2 I would say it is acceptable.
    Best regards.
