Yes, the Philippines recognizes divorces obtained in other countries if the non-Philippine citizen initiates the divorce. It sounds like in OP's case both their mom and mom's former spouse are Philippine citizens.
For example, in my case. I married my first spouse (who is a USC) in the US and then divorced in the US. The Philippines still considers me married to that first spouse even though I already remarried. They refuse to acknowledge that first divorce because I was the one who initiated it (I was a Philippine citizen at the time). If my ex-USC spouse had initiated the divorce, then they would have recognized it. So since OP's mother and I assume ex-spouse are both Phil Citizens, they cannot get a divorce in the Philippines. Of course OPs mother can file for divorce in the US but by law the spouse has to receive proper legal notice of the divorce and as the OP has posted they have no contact with that spouse.

So she is good to go and also good to Divorce if she wants to.

Thank you, we will look into it. I didn’t know that she can apply for divorce here in the USA even though they only married in the Philippines. 

There are plenty of source which state divorces filed and decreed in the US are recognized by the Philippines. 

I guess? I'm not sure how it works if you were originally married in the Philippines. I got married here in the US but had to inform the Philippines of my marriage  in the US in order to renew my Phil passport with my then spouse's last name. When I filed for divorce here in the US, of course the US acknowledged my divorce BUT the Philippines refused to acknowledge the divorce. So they still consider me married to my first spouse even though I have already remarried. But thank goodness I'm already a USC so I don't have deal with the Phils anymore.

Yes, she will have to answer the question as to her current marital status.  Based on your story it appears she is separated, but still legally married.

Look at the picture of the visa you attached above. Under the visa info it is printed “upon endorsement serves.....” your mother’s visa has that sentence, right? That is what people are referring to. The “endorsement” is just the normal CBP entry stamp on or next to the visa.
Again, the expiry date on the visa itself is totally irrelevant once your mother has entered on it.

today i recieved a text that my case was updated. When i checked on USCIS it stated that my case was sent to NVC in 2/8/18.  Thanks God.
 
note- as of 2/11/18 i have not received my approval letter.

There is a a cover form that you fill out if you wish to have them acknowledge it. Called a G-1145.

You have filed for an immigration visa for your fiancé, this means, in no certain terms you and your fiance have already been subjected to governmental intrusion into every aspect of your private lives. That being said, your future wife cannot remain a shadow to the people who live around you or the government. A K1 is only one step of the process. Your wife will need to be on banking information, wills, life insurance, health insurance, lease/agreement, utility bills and so-forth. It's the norm when it comes to being married, but also as a means to prove to the government that you are a legit couple. If you do not do that, then your wife's chances of staying in this country legally become difficult. If you do not even have the money to afford to live above board to your rent office, how will you have enough on hand to prove financial support come AOS time? How will you prove the relationship for ROC time? How about simple proof such as the location where she lives to the SSA or to the DMV? If you cannot afford an increase in rent, how will you afford her health insurance? How will you afford the tax penalty if you do not purchase her health insurance?
A USCIS inspection of a household is something that happens on rare occasion, but you seem to be exceedingly paranoid that it will happen to you. If you do not tell your landlord you wife will be living with you, you run a very high and inevitable risk of being evicted and you could also be sued I suspect. And if she has no real address for government mailings to go, where exactly will her SSN be sent? Or USCIS appointment letters? Not the best situation for a new immigrant to this country to be welcomed into..
Businesses do not care whom you love nor do they stop you from loving. They care about the legally binding terms of a contract you signed and if you break that contract, they are within their rights to do what is necessary.
Anti government intrusion sentiment aside: if you are in such dire situation that an increase in rent will cause that much of a problem, my suggestion is to sort that financial situation out first before even attempting getting her over here.

If you want them to only visit, then they will need to apply for a visit visa based on their own merit, proving strong ties to their home country.
If you'd like to petition for them then that's a separate process. You'd file an I-130 and based on the current VB, its about a 13 year wait and I think a 23 year wait if you're from the Phllippines.

They need to apply for a B2 tourist visa and provide social and economic ties to their country, the more the better the chances of getting approved.
