I had my wife get four copies of every official document she needed. I would rather pay a little extra and not have to worry about about documents missing.

As Tallcoolone said a person in the US can get a RN degree with a 2 year diploma or Associates degree.
Now if your question is can a nurse from the Philippines with a 2 year degree which I am assuming is like a LPN/LVN can work in California I would search around in this website:

My gut reaction is that the LPN/LVN schools in the Philippines have a greater credibility problem than the RN programs and might pose problems, The link I provided does show the educational requirements.

Yes this country prides itself on fairness. Is it the fault of the child born here that he is denied citizenship because of his parents legal status? The Supreme Court doesn't think so. If scandals parents were not legal residents or citizens in many of the countries mentioned in this post he still would not have been given citizenship despite being in the country legally.
I would consider changing the law if the borders were secured and illegals were deported.
Because if not what would all this talk on citizenship do? Keep people like scandal from becoming a citizen? Maybe Marine Lance Cpl. Jose Gutierrez, an illegal alien would still be alive if he had not served this country in Iraq. Until you can prevent illegal immigration and have a mechanism in place to get rid of illegal aliens here then denying citizenship to children born here just increases the population of second class citizens. Good point, but the reversal of that is that a Mexican that commits a crime in the United States is under the jurisdiction of the United States. So now you see the problem.

I mentioned the Supreme Court case of 1982- Plyer v. Doe earlier in this thread.
In it the State of Texas brought up the argument of jurisdiction.
The Supreme Court stated: "No plausible distinction with respect to Fourteenth Amendment 'jurisdiction' can be drawn between resident aliens whose entry into the United States was lawful, and resident aliens whose entry was unlawful."
Basically in a nutshell it is saying the 14th Amendment does care about immigration status
