Hello everyone. New member of the forum here. I have a question concerning CRBA.
I'm currently in the US military stationed in Yokosuka Naval Base here in Japan. Since all US military units are considered US territory, would I put these under the "DATES PHYSICALLY PRESENT OUTSIDE THE UNITED STATES" or "DATES PHYSICALLY PRESENT INSIDE THE UNITED STATES" on the application form?
Hoping there's someone that has experience with this that can help out. Thanks!

About getting the Pi passport, do we need to bring her US passport? And in the question "are u a holder of a foreign passport" did u say "yes"? Are we gonna have any difficulties in saying yes to this question? Thank u!
You need to say YES as the child holds a US Passport! Take the passport with you.
The child will undergo the oath of allegiance (PI). Read the instruction on your app. or
http://www.dfa.gov.ph/index.php/downloads/cat_view/51-consular-forms/49-passport-services open PDF PHL E PASSPORT APP FORM and read the instructions
Applicants who availed of Dual Citizenship or Election of Philippine Citizenship under RA 9225:
Identification Certificate
Oath of Allegiance
Order of Approval
Report of Birth (for those born abroad)

You don’t list the country your child resides you need to be more detailed in your question.
The forms for each US embassy are the same, however the procedures very for each country. Some US post require form 5507 even if the child is born in wedlock.
Do one of two things (IMO I would do both) fill out the form along with all other forms that way if needed you have it or email the US Post (child resides) and ask.

"So I still think my only option is the CRBA".

Yes cooperation of biological mother with out it you don't have a chance, as she hold all the cards.
EDIT : The CRBA is not the first step for a N-600 Application for Certificate of Citizenship....... If you read the qualifying condition for the N-600 you'll understand your option. http://www.uscis.gov/files/form/n-600instr.pdf

I saw the manila embassy website, was not for sure if they would process the CRBA since he was born in Japan.
"Cooperation of biological mother'? I have not talked to her about this yet, first trying to see if it is possible or not.
I was not in Japan at the time of birth, but I did sign some paper work she did send to me not for sure if it was for Japan or Phillippines. Not much after that we had a falling out, but not have started communication again, and I am providing some finicial support now.
Thanks for the help

Thanks (both of you), still more questions.
I thought the CRBA would be the first step for a N-600 Application for Certificate of Citizenship?
For now my thought is just to get him reconized as a US citizen before he ages out or something else happens.
So a CRBA or N-600 I guess would be my real question.
Someone else mentioned DNA, I would be willing to do it so it should not be a problem. I have read part of that process it seems complicated and long?
Thanks again for all the ideals, help and info.

According to http://travel.state....nship_5199.html , you also need to 1) agree in writing to provide financial support for the person until the person reaches the age of 18 years; and 2) acknowledge paternity of the person in writing under oath.
If the CRBA doesn't work, you can always just apply for a Certificate of Citizenship for the child.
The DS-5507 your referring is covered in the first page of the link I provided above, as is all other form needed to complete CRBA.
DS-5507 see page 3 of 5
http://www.state.gov/documents/organization/126018.pdf
Your saying the US citizen can file the N-600 for the child if the CRBA doesn't work?
-
First and foremost you need to read this link from USEM since the child resides in the PI and this is where the child/applicant will be interviewed. http://manila.usembassy.gov/service/citizenship/first-time-report-of-birth-abroad7.html you will need to have or request a BC from Japan and not the PI NSO BC
The link will cover the entire process and needed forms to complete the CRBA, and US passport if you wish the child to have at such time of the interview or can be done at a latter date and time, once the child has the CRBA.
One question I do need to ask is do you have the cooperation of the biological mother in this process? You mentioned you don’t know if your last name is on the BC or mentioned how much contact you had/have with the child over the past 8 years, (sounds like you have not acknowledged paternity of the child)
With the cooperation of the biological mother and DNA testing ( IMO with the info you have provided you will be asked by the embassy to provide DNA testing) you can be successful.

I believe you mean the marriage certificate/contract, not the marriage license. The marriage license is the document needed so you can get married, license to get married so to speak. The marriage certificate/contract is the document that certifies you are married.
-
They are not above me.
Actually they are, if you think about it.....
-
Normally it takes 1 - 3 months to get the NSO marriage cert. You can stop off at your local civil registry and ask for the cert to be expedited.
BTW, you don't need an NSO copy of your marriage cert to start the petition process. But you will need an NSO copy of your marriage cert for the later NVC step (National Visa Center), for a CR-1 visa

Your welcome

Sure can but it's not much if any of a decision maker. I would focus on the relationship with the child/applicant and the claimed U.S. citizen parent, that must be established above all other secondary doc.
EDIT: Biological relationship.

Hi VJ!!
about the documents to be presented during my son's CRBA and Passport Application... i just would like to ask that my money grams receipts will be used for my K1 interview.. and i read from this forum that it could be used also to prove that my Fiance is really supporting me and my son. My question is, is it okay to submit photocopied copies of my money grams receipts for the CRBA nad Passport Application?
Thnaks for your thoughts!!

I tried that method, but it seems to cater to VISA processes only, not CBRA.
What method? I have yet to have any of my question go unanswered using one of the below from that link, matter of fact i just received an email inquiring about a CRBA question I had only took two days.
The Embassy's main telephone number is (63 2) 301-2000. If you are an American citizen with an emergency, dial 0 to speak with the operator.
To speak with the Special Consular Services team during normal business hours (7:30 A.M. to 4:30 P.M.), dial extension 2246 or extension 2567.
To speak with the Citizenship and Passport team, please dial 2532 (citizenship inquires) or 2555 (passport inquries) between 2:00 P.M. and 4:00 P.M. daily.
To send us a fax, dial (63 2) 301-2017.
You can also send us an email to acsinfomanila@state.gov. Please allow one to three business days for a response.
The telephone number for the Consular Agency in Cebu is (63 32) 231-1261. To send the Agency a fax, dial (63 32) 231-0174. To contact the Agency by email, use amconsularcebu@bayandsl.com.

another thing, has anyone experience giving birth without her fiance? my fiance is not sure that he will be here since he cant get paternity leave unless baby is born.i asked one of the registration personnel and they are asking me for US notarized affidavit of paternity and consent to use father's last name, that's because we're not married and he may not be here. ( i wont be needing that if my fiance will be here, but we're now expecting for worst) so confusing. can anyone help me about this.
thanks again
If the registration personnel require it then get, if he's there at time of birth then no need. Not so confusing.
-
CRBA application approval is based on ur child's eligibility. There are qualifications and documents/proofs needed.
It can only be done after the baby is born since birth certificate is the number 1 requirement.
You have to call the embassy so they can send u the forms along with the list of required documents. I got my approval within 10 days from the day the application was submitted till i got my son's passport and CRBA certificate.
Approval or the process is not a one day thing. You have to go to the embassy with the baby for interview and once everything is meet then they will let u know if u are approved or not right after the interview.
You are misinformed.
ohhh,, i thought i can just download all the forms and the checklist.
You 'can' download every form including the CRBA CHECKLIST for the list of the required fees, forms and supporting documents for a CRBA application

Please read the CRBA CHECKLIST on the USEM website: http://manila.usembassy.gov/service/citizenship/first-time-report-of-birth-abroad7.html
“Affidavit of Parentage, Physical Presence and Support” (DS-5507).
If the parents were not married at the time of the birth of the applicant and the father is the U.S. citizen, the father must complete the Form DS-5507. Do not sign the document if the father will be present at the interview. If the father will not be present, the father must sign the form (signature is required on pages 3 and 4) and get it notarized by a U.S. commissioned notary. If the father is deceased, you will need to submit an original death certificate and photocopy. For a death that occurred in the Philippines, we require an NSO death certificate. Download the Form DS-5507 from

Hi sjr09!
Good that i saw this suggestion!!! i will be applying also for a CRBA and a Passport for my son but still waiting for the result of my Sputum Culture. I still dont have my K1 interview schedule because St. Luke will be the one to do that. My worry is that my medical's validity will start this coming March 21, 2013 until June 21, 2013. there are still so many things to do like for the CRBA and Passport Application. I was about to ask if its is okay to apply for CRBA first before scheduling my K1 interview sot hat i wont run out of time.
Need more suggestions/comments. Thank you so much!!!
Yes, apply for the childs PI passport and CRBA, (in that order) ASAP

hi there. i hope you can post updates about your CRBA experience until you have the US passport for your son. are you gonna apply CRBA and passport in the same day? i will be delivering this May and we're hoping to do this As soon as i will have my baby's NSO. i'm still waiting for my NOA2 though.
Rather pointless to go back later for the US passport, when you can do them both at the same time.

If I do remember correctly? Time spent overseas with the United States Military/Government may be computed as physical presence in the United. But you should list it, as the form request.
