    Technically k-1 is a non-immigrant visa.  And although refusal of admittance with a k1 is rare, an issuance of a k-1 visa will never guarantee entrance into the US, this is only reserved for US citizens.  
     
    OP I was denied entrances into the US twice so I understand!  It will be discussed at your interview but honesty is the only policy.  Heck!  I played it up “of course wanted to visit him as often as possible, look at him!  And he treats me good too!”  The CO laughed and moved on.  
     
    you will probably stress until admittance into the US if you are anything like me but VJ is a great support system.

    Sadly, no.  You the USC cannot do anything (senator, I134, etc) your father must qualify on his own.
     
    Him not being able to pay for his trip is a red flag, what evidence did you show that he must return to his home country.

    Hello.  Here are the answers to your questions (assuming it is a CR1 question and not an F-2A like in your profile).
     
    1. Yes
    2. No.  Unless things have drastically changed, many new CR-1 holders travel without their spouses.  I traveled without mine and it was not an issue.
    3. Yes, keep in mind, once you cross and activate your CR-1 visa you cease to be a Canadian resident.

    You should list the arrest and do everything you possibly can to get a letter stating what you believe to be true - that your records have been destroyed and you cannot find any record of arrest.  This is your only option.  I am not sure why you keep arguing with VJ.
