Not sure what notifications you mean, but if it's the online timeline thing then ignore it completely! It's notoriously inaccurate. The official processing time page says 14 months for most cases, so you're still well within that. But most people on VJ seen to be getting approvals in about 11 months, so you may find it comes through any day now.
As said above, for DCF you'd need to start again and it would be a huge risk given how far along in the process you are.

I think DCF enquiries for Canada are handled through Mexico, you have a couple of issues you would have to pull the current I 130, have a valid reason to go DCF and also hope that they will approve DCF with a prior I 130.

Pretty sure this is a no-go as Montreal is one of the harder and slower embassies for DCF. Given that an I-130 was already filed, that information would have to be made known to the embassy and I doubt they would view this as a true "exceptional circumstance" situation.
