  1. Do not beat yourself over this. You did what every honorable and loyal spouse did, and fought tooth and nail for this marriage and him coming over. Your manners when replying to others show what a wonderful person you are. Do not let this change you. As for him, something like this never goes unpunished, even if you personally do not want it on him, since you are too good for that. And too good for him, quite frankly. I wish you the best of luck and you’ll find it. No fear. 

  2. Right away. Go through NVC expedite email, include your ioe reciept and attach copy of the expedite approval. They will aknowledge, the  case number will created, and  they will inquire with embassy. Once they get green light from the embassy, they will forward the case directly there, and you can start uploading everything through ceac still, and send hard copies to beneficiary.  At that point everything will be done through embassy.   3. You have to understand that tourist visa to the US is very hard to get. Especially in circumstances where there are no strong ties back home, as in your situation, and you are not the only one and you were not taken out of line and treated that way. Others have explained in detail I just wanted to point out  that it happens more often then not for tourist visa to be denied even if strong ties exist, since as previously stated every attempt to arrive in the US is attempt to immigrate. It’s just is, no matter how silly it sounds.

  4. If it’s any comfort , dq’d since August 17th, meaning we are waiting for 53 days, and our embassy is not one of the busy ones, nor does it deal with transferred cases. Also diversity visa cases that have been backlogged are raised in prirority and their new cycle starts in Oct. every year, also the students visa should not be prevalent this time of the year. Just patience, and we’ll get there.

    i suspect the notice said "ALL"  previous marriage certificates to  check dates and compare with divorce papers

    How is it regulated by law, if Moroccans  get married in the US, and reside  in the US with dual citizenship, do they have to record their marriages in Morocco? And any subsequent changes?
