But he had already applied for them back in 2012 I don't see the point of petitioning again for grandkids? Also he has cancer which is why I'm trying to find a way to bring them here asap

Hello, My father had applied for my daughter in 2012 , he is a US citizen. We received the approval letter in 2015 but nothing after that. He was diagnosed with bladder cancer last month and is going through chemo. We want to bring my sister (his daughter) to the United States asap. I had sent a message to nvc requesting the status but they said they can't do anything until they get the visa number but we don't have the visa number I tried calling USCIS multiple times but no luck. Can someone please help what should we do to expedite this request? Also, my niece is turning 21 next year. Please help!
