    Yes you can get an expedite in USCIS but not for the war itself. You must show mental or physical deteroration, financial loss or the ability to sustain yourself. Depression, etc. You must continue asking even after being turned down. Most expedites are approved on the 2nd or 3rd request! Many Ukraine and Russians wanting to escape have been granted expedite. You must request again at NVC.
