Well OP, I think you just got a boilerplate response email.
Here's the problem, the AVR is specifically only for F, J, M, and Q visas.
If you married, the K-1 is toast, your now spouse will need to file an I-130 for you and you'll need to proceed as a CR1. If you didn't marry, then you could try to have the K-1 reissued but that's strictly discretionary and you should honestly expect to file a new I-129F.

Your main challenge will be your partner having a very recent history of SH. From my understanding, and comments made directly from the panel physician at my medical, they are concerned with matters that have occurred within the last 12 months.
Clearly your partner continues to struggle with severe mental health problems, but the only way to combat this for visa purposes is to evidence an effort to seek help and trying to get better. If your partner is continually being given support but their circumstances are not improving, then I am not sure how you would go about this. USCIS' main concern here is that the immigrant won't be a public charge, and a strong pattern of requiring emergency medical assistance doesn't seem to indicate as much.
If it were me, I would be considering a move from US to Canada instead, to allow your partner to still have the avenues of support available to them as a Canadian citizen. You say they don't have problems while with you in the US, but let me say from first hand experience as a K1, the time that you move and find yourself at home alone, while your partner is at work, away from your family and everything you once knew, it can get hard. There's a chance that your partner may not fare so well when the "vacation mode" of visiting ends and real life sinks in.

One way to approach this is not to do anything with it until somebody won't accept it in the future, which may or may not happen. The pros of this approach is potentially saving money. The cons are: NC will cost more to replace in the future. And you may need it quicker than you can replace it. Again, it depends on condition of current NC and risk tolerance.

I'm glad I waited a couple of weeks before filing (and paying $555) for a replacement certificate.
My original certificate arrived today, 5/12/2025 via regular mail, with giant punctures throughout the document and envelope it came in. It was postmarked 2/14/2025.
I assume that the passport agency sent it back and it got chewed up by USPS's sorting machines.
I really dislike all the holes, but is there a reason I would need an intact certificate in the future? I don't plan on sponsoring anyone for an immigrant visa.

I filed online for naturalization in Sept 2024 and took the oath in Jan 2025. In the online form where it asks "Do you want the Social Security Administration (SSA) to issue you an original or replacement Social Security card and update your immigration status with the SSA if and when you are naturalized?" I answered YES.
Today I received a new SS card in the mail, less than two weeks after my oathtaking and without needing to go to the SS office.
Great, for once the USCIS and SS systems talked to each other properly!
Hope this saves others a step in their post-naturalization to-do list.

Paid for expedited processing Jan. 30, 2025: Dept of State confirms receiving my passport application Feb. 6, 2025: received my passport book in the mail Feb. 12, 2025: received my passport card Mar. 31 / Apr. 14 / May 1, 2025: called the National Passport Information Center to follow up my naturalization certificate. Finally, on May 1, they confirmed they couldn't find it and sent me instructions to get reimbursed.
Now I have to file USCIS Form N-565 to get a replacement certificate, pay $555 and file another set of documents for DOS to reimburse me.

I read that you have a job lined up for October, but I suggest you read the i-864/affidavit of support instructions. Just make sure you're ready to submit it if/when they accept your case. If you need another sponsor to help, work on that.
Be ready, make sure no delay will come from you.
I think I remember citizens also using the school calendar as another argument why they would benefit from moving soon/having their case expedited. Maybe look into your child's future school calendar.
Final point, I know nothing about your/your spouse medical conditions, but will you be ok to fly?

Email Manila yourself if it has been the lawyer doing it.
You need to put in the Subject line- Urgent DCF request USC Job relocation or transfer either will work.
You need to explain you are being relocated to the US and the date you have to be back in the US. If that date is not anytime soon it will most likely be denied.
Expedites are for the USC rarely do they work for the beneficiary. They see it as, if you were not in the picture they would seek treatment in their home country.
Do not confuse DCF for expedite.
They are not going to expedite again as last time you were approved and your wife did not move. Yes it sucks it was do to the overlap marriages. It's years later that her medical has been ignore (See it how they will see it. She could have been treated be now).
The thing about DCF is they do not have to take your case. It is totally up to them and their case loads. If you do not write the correct terms of requesting permission to file for DCF they are not going to spend time trying to figure what you want.
If your lawyer send a DCF paperwork to them without prior permission it is going to waste valuable time waiting for it to be rejected. You need permission first.
