Print a copy of the e-mail from NVC with the case number, location of interview, and the need for PCC. Send/bring it with you if you request HKPCC in person.
In my case, I used a third party so I had to make a cover letter for that.

Once you get the receipt, upload it on your CEAC account under HK PCC and write a note beside it. Tell them that it is HK’s policy that they will send it straight to the US consulate where you will have your interview. Not all officers reviewing cases know about this. I did this too. Our lawyer uploaded without explanation and it was rejected and we got delayed for additional 3weeks. I then wrote a long note beside it and was accepted.
I requested mine Feb 2019 and had my interview in Montreal Nov 2019.

Quick update:  We filed the I-130 on July 16, 2020.  We just got our appointment for the visa interview for May 5, 2021.

    Finally,

    Made my day.

My case was transferred from Nebraska to California without notification as well (which adds up to the processing time rather than reducing it...). While VisaJourney stated that CSC is still processing cases for April 2020 and USCIS website stated that they are only processing I-130 spouse cases for March 2019, my case got approved a while ago which is ahead of these estimated timelines.

Thank you! The case was initially assigned to Nebraska but transferred to California eventually, but I heard that Nebraska are approving cases faster so I hope it will soon be your turn~ 🙂

EDIT: I read the I-864 instructions in depth  and it looks like it's fine, there is no limitation. It's 3 times the difference when a USC is sponsoring a spouse though.

Damn that's such a shame. I really hope for some progress sooner for you guys at Potomac. I didn't realise it was taking so much longer there! It's honestly so frustrating seeing some people get approvals in a couple months whilst some of us wait potentially years for even a single response. It has to be a bad joke surely?

I try to be happy for people who get quick approvals, it's lovely to know they don't have to go through what we are experiencing, but it's equal parts frustrating to see so many skip the queue in front of those who are patiently waiting, for no apparent reason at all.

It's the not knowing which is the most difficult part, all we want is a secure future with the ones we love, not to be needlessly separated for months or years with no explanation or end in sight, this really is torture...

Really hoping for some good news for everyone here soon! Desperately hoping!

My friend re uploaded the the letter that her husband wrote explaining  why he did not file taxes and the 1099 from social security she also send the same documents  with an explanation  in an email to the embassy. She had her interview on December  16th and was approved. Her visa was  issued the next day.

Are you sure the form does not allow you to leave those fields blank?  We filed online too and I'm looking at our case snapshot right now.  All of those fields you asked about are blank in our case, except for the one about I-94.

For the question on I-94, is your husband currently in the US?  If not, put "Not Applicable - Not in the US".  I-94 records actually apply to visitors too.

Yes, she can be treated as an RA (as the spouse of a USC: https://www.irs.gov/individuals/international-taxpayers/nonresident-alien-spouse) and meet either of those conditions still.

Here you go. I got this layout from another poster either on this board or one of the others I frequent, and modified it slightly for our circumstances. I don't know if you have to have this much, but I figured since I did, I may as well use it all, right?
I also wrote a little cover letter explaining why I was in the UK, and why we were moving back. Our initial plan was to live in the UK for up to 4 years, and then move, which is why I maintained everything, including my car. But a housing opportunity presented itself that really makes it hard to pass up going at this time.
