    There are many other factors besides speed. I’ve done the fiancé visa route and I would recommend spousal visa instead. The fees have risen significantly too for adjustment of status once in the US for K1s. They’re also nowhere near as fast as they used to be ~6 years ago.

    Can you?  Yes.  Should you?  That is debatable.   Personally, I would not leave the mainland without approved Advance Parole.

    In addition to the good advice already provided, your local library or community center might have English Talk Time, or a similar program, where she could practice her skills.  In my town, they also do mock citizenship interviews.

    There's nothing a lawyer is going to do. She has to pass the test. A lawyer won't help her skip it

    Sorry that this happened.
    Probably better than trying to appeal these results would be to immerse her in English.
    Do whatever it takes -- recorded learning programs, TV with subtitles, tutoring, absolutely anything.
    She can do it.

    Every couple has their own priorities, and each couple must decide which visa is better for their situation.
    K-1 
      More expensive than CR-1
      Requires Adjustment of Status after marriage (expensive and requires a lot of paperwork)
      Spouse can not leave the US until she/he receives approved Advance Parole (approx 3-6 months) 
      Spouse can not work until she/he receives EAD (approx 3-6 months) 
      Some people have had problems with driver licenses, Social Security cards, leases, bank account during this period 
      Spouse will not receive Green Card for many months after Adjustment of Status is filed.
      A K-1 might be a better choice when 18-21 year old children are immigrating also
      In some situations, marriage can affect certain Home country benefits, making a K-1 a better choice 
      A denied K-1 is sent back to USCIS to expire
      K-1 entrant cannot file for citizenship until after having Green Card for 3 years.
      Once an I-129F has been approved, delaying the case is difficult to impossible if the need arises.

    CR-1/IR-1
      Less expensive than K-1 
      No Adjustment of Status(I-485, I-131, I-765) required. 
      Spouse can immediately travel outside the US 
      Spouse is authorized to work immediately upon arrival. 
      Spouse receives Social Security Card and Green Card within 2 or 3 weeks after entering the US 
      Opening a bank account, getting a driver's license, etc. are very easily accomplished with GC, SS card, and passport.
      Spouse has legal permanent Resident status IMMEDIATELY upon entry to US.
      The clock for citizenship filing starts immediately upon entry to the US.
      A CR-1/IR-1 case can be delayed indefinitely at NVC if the need arises.

    VAWA is not a viable route.
    The OP may adjust status only through his K-1 petitioner.
    Divorce is a matter for family law, not immigration law.
     
    All possible advice to offer in this thread has been offered.
    Any further grasping at solutions is fruitless and risks treading on the Terms of Service.
    Accordingly, this thread is locked, and this topic is not to be restarted or referred to elsewhere.

    You have no case.  You already said "No abuse"......the facts are that you must adjust status through your K-1 petitioner....and you can't legally work without authorization.  Your legal avenues to stay in the US are very, very limited...

    Looks comprehensive, just a few things I would suggest, to make the USCIS processing as expedient as possible:
     
    - Review https://www.uscis.gov/forms/filing-guidance/tips-for-filing-forms-by-mail for recommendations on filing order and methods.  For the lockbox I did sticky tabs, but made them the restickable kind and put them along the bottoms of the pages, per USCIS request.  With your amount of paperwork, this might help in segmenting the supporting docs by trip.
     
    - Consider providing evidence of legitimacy of bone fide relationship separate from evidence of travel.  That's a question I keep hearing coming out of the visa interview: where/when did you two meet?  If your evidence starts with travel, you're missing the part of the application where it explains how you got to that point.  For us, it was a lot of Discord screenshots since we met online.  For one page of supporting evidence I picked a random month from each year and shared all the timestamps for Discord calls we did together, showing the length of the call.  I provided the math at the bottom for perspective: each month drawn, we had on average spent 15% of the full time in a call together.  That's 30-31 days of 24 hour cycles.  Every couple is different in proving how they got to the point where they needed and wanted to travel to each other.  Giving that background in a section prior to the travel, fleshes it out.
     
    -Do you have I-94s for any of the trips?  We included some boarding passes for domestic travel once he was in the US, but the entry/exits to the US I found were easier justified with a I-94. https://i94.cbp.dhs.gov/I94/#/recent-search
     
    -Make sure all submitted evidence aside from the original passport photos are scanned to 8 1/2 x 11 letter size pages: one sided, and clear.
     
    -Make sure letters of intent are signed by their respective parties.

    edit: also, hard to say which service center you'll be assigned.  I would've thought I'd be Nebraska but my understanding is from the USCIS lockbox in Texas, the workload shared between service centers is what dictates which one gets your case, not location proximity.

    The only notification you will get from NVC is an email when they forward your case to the embassy.  You can request the case status and case number from NVC using the NVC Public Inquiry form: Public Inquiry Form (state.gov)
     
    You should send an inquiry once a week until they assign your case number.  Once you have your case number, you can track it using CEAC: CEAC (state.gov).  Choose immigrant visa.
     
    NVC will take a few weeks to a few months, depending on how lucky you are.
     
    For the Philippines, once you have your MNL case number, you can complete the DS-160 and schedule your interview.  You will probably not be contacted by the embassy, except maybe an email when they receive your case.

    The question has been answered - your relatives schedule them as and when they can find slots, they may be days or even weeks apart. Or they may get lucky and get two together, nobody will know until they try and schedule their appointments. 
     
    Please remember that English is not everybody's first language here. Even if somebody may have misunderstood the nuance of your question, they are simply trying to help you.

    You were already given best advice above. Stop calling USCIS and the embassy, it’s a waste of time. Get on a plane to the US. There are no visas or anything else needed. You’re not helping yourself by continuing delaying buying a ticket. BY LAW lawful permanent residents cannot be refused entry. Cbp might pressure you to sign I-407 but they CANNOT force you to, as I said by law they have to admit you. They can refer you to the immigration court but that’s highly unlikely given that you’re only gone for a year. There are some people who were out for years and successfully returned. Please do yourself a favor and book that ticket to the US right now.
