I would just ignore her unless some official court documents show up. Sounds more like she is looking for big money and a free life in the US than caring about the child.

He seems to accept the child is his.
She is going to Georgia and leaving the child behind? Unless he lives in Georgia not sure what the Georgia courts have to do with it.
Above my paygrade but Colombia should be the location for deciding this.
I wonder if she and the child moved to Georgia what time she would need to live there to claim residency for this?

Does he have a parent or spouse in the US as a citizen or LPR who could file the waiver for him. Otherwise he will have to wait out the consequences of his actions.

Can you be more specific as to who "those" are. It is real simple, the embassy provides you with the name of the lab(s) in the US and you go and have a sample taken. The children go to the named lab in their country and have the samples taken. I have never heard of a four year back log for taking a DNA sample.
The sooner you get it done the sooner the process will continue.
There is no way around this, either you submit the DNA samples or no visa.
