I entered no problem. No questions asked about public charge. In fact I was at CBP for a combined time of 20 minutes including waiting in line.

My interview was on January 30th and I was put into AP with an INA221g, I was in AP for 8 days, and my CEAC status went to "Issued" on the 7th of February. They confirmed my arrival of my medical document on the 5th via email. When exactly it was sent I do not know as it was up to my panel physician to send it.
It may take longer depending on the workload of the specific consulate, and the amount of mail they process. I read the mail screening requirements in the FAM and it is quite secure.
I would estimate you have 1-2 weeks of AP until you get "Issued". I checked CEAC like 6 times a day for those 8 days.
