My fiance was mailed a physical letter from the NVC on the day our application was shipped to the consulate. It arrived about 2 weeks later. I don't see why they didn't email. I provided our email addresses per the instructions in the PDF, but I guess it didn't work.

Here's what "should" happen. But even this doesn't always occur.
NVC sends a physical letter to the petitioner to notify them that the petition was sent to the consulate.
The consulate sends either a physical letter and/or email to the beneficiary when the petition arrives. This will either be a packet 3 to submit documents prior to scheduling the interview, or a packet 4 with interview instructions (where you would self-schedule the appointment).

Well yes, that much I have gathered from reading here. But for consulate-specific processes for K1s at Dakar, there only seems to be about one person a year who documents it, and it's a bit different each time. So I'm writing these notes of our experience to be the 2020 version.
It is not clear to me if I should even expect a P3 or not, let alone how and to whom it will arrive.
