Why wait for 2nd or 3rd week? They could resume immediately if they wanted.
We got an RFE but we are not sure why

In the bottom of your letter, it indicates the I-864 form "has one or more deficiencies". It appears your answer lies in the completeness of the form (or lack of). Carefully review the form that was submitted and make sure none of the required information was omitted.
