    I apologize to everyone for not updating this thread sooner. 
    Thanks to @Mike E I contacted NARA/FRC as he suggested and within hours I had them calling me back with an answer. They went so far they called my immigration officer to see what the issue was as my file's tracking number said delivered. Absolutely amazing people!!
    Before the end of the day, the IO called me and asked me to come back the next morning. I got naturalized in his office - no special ceremony and made my flight back the same day.

    YES!!! Thank you so much for such a great advice! The IO mentioned he would have never thought I would actually try to track the file myself lol

    https://www.archives.gov/frc/directors#west go on the website and EMAIL one of the persons there. I say email because that is what I was told to do when I called.

    Dear community,
     
    as I am filing for the 319(b) based Naturalization, I figured I am writing down what I needed to do and what may actually differ from a "normal" N-400 application.
     
    For one, the 319(b) application is expedited as you could technically apply for Naturalization the day after you received your Legal Permanent Resident status. Hence the 3 and 5 year physical and continuous residency requirements are lifted. A few things are different and I would appreciate if others would like to add information.
     
    Read the advice on how to fill out the form. You are eligible if you are a military dependent on overseas orders with a year remaining on those orders.
     
    1. No online filing - paper based only
    2. Mail to USCIS in Chicago (Attn: Military N-400, 131 S. Dearborn 3rd Floor; Chicago, IL 60603-5517)
    3. Biometric information/ form FD 258 needs to be included with the original application package. USCIS will not send you a biometrics appointment as done with other N-400 applications. Our base offers biometric appointments but only on certain days of the week and by appointment only.
    4. 2 identical passport photographs - make sure the pictures meet the requirements
    5. "Statement of Intent" requirement stating the intent to take up Residence in the United States after termination of overseas employment / military orders.
    6. Field Office familiar with 319(b) seems to be Washington DC (Fairfax). I will update this page as I move along in the process but I read that one can have the interview AND the oath ceremony right afterwards (I am going off on what "hashtagme" mentioned.
    7. Add all the supporting documents as indicated for all N-400 applications.
    8. Name change: N-400 allows you to change your name. I have refrained from even considering it as this may delay the application process (only judicial oath ceremonies allow for that and they tend to get scheduled less frequently) but again, I will try to provide more information as my process moves further along.
     
    My feeling is that many are unfamiliar with the process of filing under 319(b) as it deviates from the regular process. 319(b) does not allow for a local interview or oath ceremony and applicant needs to travel to the US field office as indicated on their application.

    Sure you can travel.  The stamp on your passport is good for a year.  We went back to Mexico 5 days after Mary entering.

    Yes. Same day, but you have to be at a fax machine to receive it while the agent is on the phone. They have to confirm that is is you who is receiving it. Keep in mind that the wait to reach an agent may be around 30 to 45 minutes depending on the time of day. Best of luck.

    Hopefully, this thread might help someone else filing through Frankfurt. It can be very confusing because lots of people on here experienced completely different process. I do, however, agree with previous responses....it is VERY important to have duplicates or notarized copies of important documents. When I mailed out all the originals, a day later I realized how many problems it can cause me. I am super pregnant and will need my birth and marriage certificate in order to obtain my child's birth certificate AND CRBA. So now, instead of just patiently waiting for my interview, I am under stress and trying to obtain duplicates.
