When we got married, I (male/ US citizen) also made a slight change to my last name since it gave me an option. My American passport has older last name. If I come back to the US, will it be a problem just enter?

Yes, she reached out to us and said that they were going to decide on our case shortly. 
 
I felt like they were the reason that USCIS was pushed to act on it really because the case was approved a few days after. 
 
 

Hey, I am in the same boat. I spoke to someone today and they advised me that if your local USCIS office has been reopened for the last 90 days you can raise a service request  as you supposed to receive biometrics appointment letter within 90 days. To raise service request clink on this https://egov.uscis.gov/e-request/displayNDNForm.do?sroPageType=ndn&entryPoint=init and in notice type select "Appointment". Good luck

I think the Guides have not been updated to reflect the new public charge form I-944 - you should double check everything against instructions on USCIS site.

Finally after 90 days of waiting, NVC received the case from USCIS. 
 
 
What is the next step from here? The local Embassy contacts my fiance?
