If you do a forum search for "nvc ceac error", you'll find many posts from people experiencing the same issue. If you are seeing this type of thing, it's a problem with their crappy servers (see linked post). It took me a few weeks to get everything uploaded, regardless of which browser or OS I was using. I found I finally had better luck uploading late at night when less people were hitting it.

In addition Long AP isn't always pertaining to a criminal or background check.  Most of it has to do with documentation.   There system of issuing forms is a mess most don't get birth certificates made until they are in a situation like this (immigration) therefore having a late filed birth registration causes a red flag and they will do more research.  Or it can be divorce..standard divorce by 3 but not filed through the court until immigration is needed.   Ive even seen on here were members change their fathers name (due to death or divorce) and the embassy does not accept the documents listing the stepfather.  

Go ahead an pay the fees but hold off on document submission until your husband is in Germany.  Once he is there, contact the NVC to get the case re-routed to Germany based on the fact they he is now there.

As a third country national he can be expected to meet the requirements of interviewing consulate to the extent that they apply plus the requirements of consulate of his country of citizenship.  When Mary interviewed in Mexico, the CO had two checklists.
 
Since his nationality is Pakistani he will still be automatically required to undergo extreme vetting even if he interviews in Germany.

Nebraska is creating a big mess in everyone life . 
We need to stay strong but most of it we must not attack each other.

The saddest part of this for is how every time I'm telling my story to someone I know who has brought over a foreign spouse, they automatically assume I must have filed the paperwork wrong or I'm missing something. They say "it was so quick when I petitioned for *so and so*." Then I explain just how backlogged and broken the system is, waiting a year to even have someone glance at the application.

I am serious about this, it's going in the mail. 

Wow! Now Citizen of United States has to wait for this long to be together with their spouse.14.5 months is just one phase. There is another NVC and embassy phase again.. what is this???  This shows that CRAZy Nebreska Service Center are not giving priority to US citizens. I think they are just enjoying our pain and suffering.. 
I will not be surprise if they keep pushing back timelines.. and make it till 2.5 half year and sleep again..

My mom hears the same from her coworkers all the time when she tells them about my husband and I and how long it will take us, about how quick it was for them a few years ago, and my mom relays the stories to me but she always has to tell them that the system is so different now and how awfully slow Nebraska is
