    Absolutely. Any time you entered any country by going through border and immigration, whether land, sea or air. Do not list transit countries if you never went through immigration at the airport.

    You must submit the DS-260 and upload all required documents for NVC review to even start.  After NVC review, hopefully your case will get documentarily qualified (DQ).  Only after getting DQ will the case be in line for interview at the consulate.

    Agree you would only want an interview if you had a solid case.
     
    I see it a lot on the TV news and also in the MSM, they interview Migrants and listen to their story and then end with the statement that they will be seeking asylum when they have no basis to obtain it.

    I wouldn’t look a  gift horse in the mouth. New asylums are now “ handled” / decided within 12 months and majority are denied.

    He can find his status on line.
     
    There are over 2 million asylum claims and going up so this is not uncommon.
     
    Only way I know of getting an interview is to file a Writ of Mandamus.

    There are two separate issues here.
     
    The one issue is whether he is eligible to adjust status, given his asylum case. This depends on the particular details of the asylum case, including whether status was maintained at all times before submitting the asylum application. Some pending asylum applicants have been successful with DV and others have not. 
     
    The second issue is if he is eligible, when to submit his adjustment of status application. He can send in his DS260 any time he likes (or not, it is not required for AOS) but he cannot submit AOS any time he likes. The person who told him to wait till his number is current in the visa bulletin is correct. If he submits before his number is current the case will be rejected, either by the lockbox (less problematic as the package is just returned) or at the actual interview (more problematic as by then he will have lost the fees paid and will have to start the process over again from the start, possibly at a point where the fiscal year is running out of time ).

    Because it is priority date that determines when a visa is available for sibling category.  As long as approval is sometime before then it does not matter when it is. (It matters only if there is a minor derivative who may age out and then you want approval to actually take as long as possible)

    Even if uscis were to approve your petition for your brother in one year, he/she has to wait another 14 years or more to be able to immigrate.

    Please complete your timeline as siblings wait time can be country specific  and depending on your state your income requirement may differ.
     
    Income requirement would be Depending on your household size . For example if it’s just you- you would need to be able to cover 3 people (you-dad-brother). 125% of the poverty guideline for most states is $21,773. Subject to change as the years go on. You would not submit the I-184 with the initial petition

    It doesn't matter if you petition for them at the same time as @arken pointed out the visa classes (parent IR5, sibling F4) and the processing times are hugely different.  The I130 for you parent will be processed relatively quickly (accounting for the Covid19 Exec. Orders backlog), but the I130 for the sibling will gather dust due to the number of visas available.
     
    I agree with @arken, probably best to petition for your parent and then let them petition for your sibling (their child) unless the sibling is already married.

    Uscis approval itself is pointless. Total time till they immigrate:
    Father: around 2 years
    Sibling: 15 - 20 years
     
    If your sibling stays unmarried, its best to be petitioned by your father once he immigrates. If he/she is married or plan to marry in a few years, you can petition at this time.

    Most people do it themselves as a general rule, but be aware it takes patience and careful review.  Some people try to rush through it and miss important details. Some people don’t use the right form, send in original civil documents, can’t add up the correct payment, put the wrong name on the form, leave off children…they are better off with a lawyer.

    1. I suggest a few for each year you were married. For example I submitted 3 months worth of bank statements for each year we had the account. They want to see it’s actually used and not something that was opened just for “show” which is where the multiple statements/per comes in.
    2. ID’s showing the same address, joint bank account with transactions, same health insurance plan, beneficiary on 401k/403b, on the same car insurance, etc. We didn’t have a lease/utilities but if we did I would have submitted that as well. If you have children their birth certificate. Our daughter was born after and at the interview they asked to look at her birth certificate.
    3. unsure of the difference but highly suggest you download the IRS tax transcripts and submit those for each year. I *believe* if you sent the tax returns you would need your w2s as well but not 100% sure. 
     
    In my opinion you really don’t need too much. I believe we submitted what I listed above an no RfEs/issue at the interview. Good luck.
