That's an odd thing to ask for. If it's not available then have the police write a letter stating so.
Do they have insurance where she is from? Is there a record of the accident on her insurance?

Potomac is flying! We had NOA1 4th December and NOA2 12th March. Very grateful for the luck of the draw in getting that service centre.

Your timeline shows NOA1 Feb. 22. NOA2 takes 6-10 months from that date, depending on your USCIS service center. Then NVC, then consulate abroad for the interview, another 5 or 6 months depending on the country of origin. It's a LONG process. She won't have her CR-1 visa for about 14 months from NOA1--around April 2020 if all goes well. So factor all of that into your plans. Good luck!

She can go back with the stamp in her passport IF the timing works out you can have the GC sent to the PR address or play it safe and have it go the home address.
It is ok that you move.
