    I believe I have explained. They acquired LPR status for being a daughter of a US citizen. The green card was mailed out. Her father moved and did not notify to USCIS. The GC was declared lost/not received. She was asked to pay for a replacement card.

    She went to the Consulate in Mexico were her paperwork was done and her medical test was presented. She traveled to USA with a copy of the I 90 form.

    Hi! Got back with more information. She got her GC through her American father. She was mailed a GC on April 2017 in the US. Her dad moved and did not notify the new address to USCIS. So they contacted them and she had to pay for a replacement, and it was given an I90 which for what I understand was the paper used to enter from Mexico to live in the US. I was able to see her USCIS profile last year and the status of the replacement showed processing. I thought it was a long time so I suggested her  to contact a representative in Texas to inquire, which she did. The senator team got a reply it was still under normal processing time and he said there was nothing else at that point they could do, and she needed to wait.  She was supposed to get the card by February this year, and last week she called USCIS and they told her she has to keep waiting. Now her processing time goes to 2024!  There is no lawyer involved.

    This is the case of a friend of mine from Mexico. She got her GC in April 2017. The card was never received and of course she had to fill the paperwork and pay to receive a replacement which she has not received yet. When she calls to USCIS they say it is still processing and if she checks her status online says do not contact until 2024 (??!!)
    Her case has been grossly mishandled. She got her GC through her dad who became an American citizen. Not having a physical green card has brought a lot of inconveniences for her. What can she do next? Through the 5 years rule she could apply for citizenship, but how you do it if you have never ever had a physical green card. Thanks!

    If she is currently in the US then you can file for AOS.  You can submit a copy of the I130 NOA when you submit the I485 package.

    I believe this is one of those rare cases where the statutory limits on visas will help someone out.  
     
    The decision on helping your wife's family to immigrate ultimately rests on you two.  Explain to her about the requirements, including the income necessary to sponsor them and the actual cost of living income for your family to live comfortably.  Go over your budget - nothing drives home economic realities like going over hard numbers.  Very sobering.
     
    That said, your sister-in-law falls in the F4 family preference category.  Currently that takes about 15 years.  As of this month, USCIS/NVC is approving petitions submitted in February, 2007.  It then takes a few months to a year to complete the process.  So if your mother and sister has to come at the same time, then you are looking at 2036 or so.
     
    Another method is petition for your mother in law first.  That takes about 2 years (assuming your wife is a USC).  Then your mother-in-law need to become a USC, which will be 5-6 years.  Then your MIL can petition for her daughter, and as long as her daughter remains unmarried that will take 7-8 years.  A total of 14 to 16 years, which in effect is the same as for your wife petitioning for her sister.  Not really a better option, but I am including it here for you to have both scenarious.

    Thanks, it looks like that estimated wait time means nothing, mine was 13 and today is 11 months,  and i still have pending I 751!

    The oath of allegiance is not about you losing or renouncing citizenship of your other country, because they is no law banning dual citizenship in the US.
    The oath is about renouncing allegiance and fidelity to the other country. An example basically is - will you serve in the US military when called upon verses serving the military of the other country. In extreme circumstances when your two countries are at war who's side will you choose?

    Just a reminder that the allowed duration of stay is determined by CBP at POE.  Although 6 months is the default for B2 visa holders, I've seen reports here on VJ of people who were given much less.  Make sure to check I-94 online a few days after entry for the actual "admit until" date.

    Actually ESTA holders were ok, the US allowed them to use “satisfactory departure” for I think 2 months to avoid officially overstaying in the part of the year that flights locked down. No such luck for B visa holders who had to apply for extension and seem to have had very mixed outcomes. I’d stick with ESTA for her. It takes about two minutes to renew an ESTA, yes?
     
    As for the hassles with appointments- none of these are “real” appointments, they basically have no idea when they’ll reopen for B visa appointments. They are stone last in priority for all visa resumptions.

    Presumably she is obviously retired.
     
    B's are not priority especially for people who can use the VWP.
     
    If refused a B she would need to go through ESTA all again and may have issues being approved so they may have done you a favour.

    This was a risky move. You realize that if she is denied the visitor visa then should would lose her ESTA as well. With everything that is going on, they are cracking down on people who are trying to stay longer than usual in the US.
     
    Caution her plan.
