Don't waste your time to apply for a tourist visa for her. There is zero chance.

USCIS sent us a letter demanding his green card as he no longer needs it "because he is now a US Citizen with a US Passport". So USCIS fully adheres to the decision of the DOS.

Well I finally got around to applying for my son's passport today. Hopefully it will be granted and we never need the certification of citizenship.
we submitted:
the application
copy of wife and sons green cards
copy of my US PASSPORT
copy of marriage certificate
copy and original adoption decree
copy and original certificate of foreign birth (this actually states it is not proof of citizenship)
The postal worker was very skeptical at first but eventually after reading a lot of regulations agreed he should be issued a US PASSPORT.
I will keep this thread updated in the following months when we get a response.

Some interesting stuff out there.
1. USCIS can request DoS to revoke a passport if it comes across it being used (I guess, as evidence of citizenship) and believes it was issued in error. DoS on the other hand cannot request USCIS to revoke certificates of naturalization or citizenship.
2. Possibly more interesting is this: According to the State Department and the Second Circuit, passports and CRBAs do not serve as conclusive proof of U.S. citizenship on their own……Certificates of naturalization and citizenship, the court noted, could be used as conclusive evidence of citizenship, because they are evidence that the Attorney General had determined a person was a citizen.

This is straight from the horse's mouth, in my child's passport package. I defy anyone to tell me that a passport is not a full recognition of U.S. Citizenship. The Certificate of Citizenship is simply not needed. I bought my child $500 worth of Fantom crypto instead of wasting money on this. It's now worth about $1100. When it's worth 10k, this would still be money wasted on something totally unneeded.

Yes, they should automatically acquire US citizenship after being adopted by a USC. If you meet all these requirements, then you can get them a US passport >

Not required, but if you really want the certificate, you can file an N-600 to get a Certificate of Citizenship for them.

Just finished our adoption last week in Kentucky. Similar circumstances, my wife never married to daughter's father and he was deceased in 2015. We did have the death Certificate already from a trip in 2016.
I paid a lawyer $1000 but my employer reimburses for adoption fees to $10k so I wasn't concerned.
All PSA originals were no issue and nothing more required (of course depends on state)
Filed in March, Adoption complete in November.
I was petitioner, wife was respondent. They served her the same papers via certified mail a week after we signed them in the lawyers office
They required a background check on me which took longer than expected as I had lived in 3 states in the last 5 years and the Health and Human services lady didn't notice that and kept asking for a new state record release one at a time so she really lengthened her report by over 90 days in doing so.
Final hurdle was the judge requested we post to the US National Paternity Registry and wait 30 days to see if anyone claimed paternity which seemed idiotic as she clearly had both a Philippines birth record (so unlikely a US claim to paternity) and a death certificate of the listed father so that added 30 days.
Once report was in we had a Zoom court hearing two weeks later and final decree in hand 10 days later. Waiting on the Kentucky Birth Certificate now so we can get her US passport and then file her as derivative on her mom's Dual national request to re-acquire Philippines citizenship

Here in Washington it is more involved, with a visit from social services and so on, so we just went with a name change and will make provision in our wills. The judge for the name change accepted the daughter's Philippine birth certificate with no fuss. If they don't like what you have, they will have you come back with what they want, so it's no big deal. Our first judge told us to come back with more evidence of attempts to contact the absentee father. The second judge asked a few standard questions and then approved the petition.

You're not doing a Hague Convention adoption. That's when a person adopts a child from a foreign country from unrelated parents. This is not an international adoption.
You're doing a stepparent adoption where your spouse is a related party.
Contact a lawyer in the Philippines to arrange for your son to get access to his father's certified death certificate.
Contact a Florida lawyer who is versed in stepparent adoptions.

There's a guy in the Philippines forum who said his interview was just canceled due to unforeseen circumstances. I think what happened is NVC sent him that fake cancellation notice that they send to all expedites late. I PMd him. I really hope he sees my message because I really think his interview is still on. Would be such a shame if his wife missed it.
It really is absurd that NVC tells all expedites their interview was canceled with no explanation. It would be NVCs fault if they missed the interview.

We have had discussion in this forum about those who did not qualify for the early payout of the $1200 rebate per individual because of various reasons such as the spouse not having a SSN at the time of filing the 2019 return. I posted several times that if it was like the similar 2008 rebate, it should appear on the 2020 return for collection as a credit (not as a separate mailed check or direct deposit).

See Line 30, which is where you will collect your recovery rebate. Those who received the rebate already (early payout) will not receive it again, but those that did not qualify for lack of a SSN or filing with an ITIN on the return can collect it when you file 2020 if you qualify on income, SSNs, etc.
