No two cases are alike and the OP has pretty serious challenges that this poster probably didn't have. USCIS seems to be clear of any mistakes in the OP's case. We don't know many details of the other poster's case.

Did he not keep in contact with the consulate? Check in CEAC and if the petition is still at the consulate file a new DS260. If the petition has been returned to USCIS then you need to do an I-824 to get it sent back to the consulate.

Use your parents house as the US permanent address. You can always change that later.
If you need to return to the US for a job then that would qualify for "exceptional circumstances". It is totally up to the consulate.

Did he not keep in contact with the consulate? Check in CEAC and if the petition is still at the consulate file a new DS260. If the petition has been returned to USCIS then you need to do an I-824 to get it sent back to the consulate.

We entered on a sunday and were back on the Mexican beach friday. There are people who enter just to activate the physical green card process and then return to their home country to wrap up things.

Yes you can apply for a B2 visa at any consulate in the world. (We tried at Hermosillo and was denied)
Getting a B2 after you filed for a spouse is often an issue and is denied since by filing the I-130 you have indicated immigrant intent. In order to be issued a B2 you ust show that you do not have immigrant intent. Take your evidence with you but also realize that they have no requirement to look at or consider it.

Immigration and time requirements do not work well together. Other than filing a complete and accurate petition initially, you have absolutely no control on getting any approval at or on or near any certain date.

So USCIS approved the petition initially (they are verifying that the petition and beneficiary appear to be eligible for the immigration benefit). The consulate eventually denied the visa. The petition was returned to, and reviewed by USCIS (something a K1 isn't eligible for). The petitioner wasn't able to address the issues in the NOIR and have the petition sent back to the consulate. There doesn't appear to be anything that USCIS err in but that doesn't stop an appeal from taking place. It doesn't sound like the petitioner wants to live in Pakistan and build up a better case and refile. Regardless, it will cost more money and time - which the petitioner should use to strengthen her case by spending more time with her husband.

For all spousal:
How did you meet, how long before marriage, any kids, who was at the wedding, each other's jobs, family info, sponsors info if applicable
If you are not living together then expect a few questions to determine the validity of the marriage like how ofer you are together, how often you talk, etc.pise
In our case we lived together, in a 3rd country and I, the USC, was asked to come back in the afternoon with my wife, and was asked the same questions and about why I travel so much and about having a house in Mexico and essentially being "self employed". Plus we have a large age gap. It wasn't bad at all.

Realize that the form is used for multiple types of family visas. We did not live in the US when we filed. I used the house I owned in the US and intended to live at but also put remarks in the additional information section. For mailing I had a UPS store location that collected all of my mail and my mother forwarded it along.

Yes you can file the I-130
Yes, not an issue. Mary obtained a new passport in the middle of the process. Take both passports to the ASC and consulate. Fill out the DS-260 with the new passport number.
