    DO NOT file for a fee waiver…it will not only be denied but you will end up shooting yourself in the foot…and future filing be flagged for public charge.
     
    You convinced the Consulate ( w I-134) that you and /or joint sponsor will support your now wife. Time to pony up ( w I-864) so get a Joint Sponsor

    You can most certainly ask about doing DCF. Just make sure you haven't already submitted the online I-130 as they will deny DCF if you have done so.

    My husband moved from the UK to Italy for work at one point in his career.  He had no choice but to learn Italian at the time because there was very limited English in Milan.  He had sticky notes taped to everything with what the Italian word was and he hired a language coach who would spend a couple of hours 2x a week conversing with him so he could understand and learn the pronunciation and cadence of the language.  He will tell you that's the only reason he was able to survive there for 3 years!  
     
    English isn't an easy language and as has been pointed out, there are a large number of colloquialisms and unusual rules that don't really make sense.  Half the time I don't understand my kids and have to follow up with a "#######" so they explain the new slang they are using.  It would likely be 100% beneficial for her to take ESL classes and maybe get a conversation coach just so she learns how to speak and understand, like my hubs did.  Absolutely no shame in it.  Then, she'll rock the N-400.

    New N-400 is the way to go. While waiting, practice more with communication and understand English. The N400 is not just answer civic questions then pass.

    Your wife needs to practice answer the questions on the N400. Many applicants with limited skills believe they only have to know 6/10 questions and then it’s a done deal. But, applicants with limited English ability often get tripped up by the “unpracticed” questions. Have her sign up for citizenship classes (like others have suggested) or listen to example questions on YouTube.
    Then also have her practice giving out her phone number… I think this is the second account this year I’ve heard of someone not passing their citizenship test because they didn’t know their phone number… 
    ETA: Also Work on follow up questions with her… I think that’s where many people get tripped up. Going through the form is a de facto English test but you still need to be able to answer the questions accurately

    Sorry that this happened.
    Probably better than trying to appeal these results would be to immerse her in English.
    Do whatever it takes -- recorded learning programs, TV with subtitles, tutoring, absolutely anything.
    She can do it.

    The question has been answered - your relatives schedule them as and when they can find slots, they may be days or even weeks apart. Or they may get lucky and get two together, nobody will know until they try and schedule their appointments. 
     
    Please remember that English is not everybody's first language here. Even if somebody may have misunderstood the nuance of your question, they are simply trying to help you.

    Understand also that after creating the account 
    the site may say 
    No appointments available at this time
    and u will have to check monthly or daily or weekly to find an open  in a little less than 2 years
    and just look for a day when there are 2 slots open and choose that day
    2 application 
    2 separate interviews but can happen on same day if u schedule it that way

    What @Boiler is saying is that there's no chance of them getting B-2. This is what I also wanted to say when I  asked you if you're familiar with "Bogota and B-2s"
     
    Colombians are notorious for overstaying in US. As of today, Mexico has put a strict measure on them because they're now using Mexico as a catapult to get into US via border and claim frivolous asylum. A lot of them are being denied/ being deported as soon as they land in Mexico. There was such a post here a month ago.

    Boiler isn't my 'buddy', I don't know him, he's a random stranger on the internet. But personally I think your posts to him have been ruder than vice versa. I suspect the link about the wait times was simply a 'just in case you're not aware, this is how long the wait times are' - you'd be amazed how many people wouldn't know that there is a potential 2 year wait for an appointment and would think their relative would be over for a visit next month. 
     
    As for you being in the US meaning that your relatives visas are less likely to be approved, just have a hunt around the forum and see how many people have been refused B visas for suspected immigrant intent, or lack of ties to their home countries. Having you in the US makes that much more likely. 
     
    And yes, I agree that somebody not submitting their own application is fine but as you say that's for those who are illiterate or unable to complete their own applications - if that's the case then fair enough, but you haven't mentioned that being so. You completing the application for them if they were able to do so themselves just emphasises their tie to you which may not work in their favour. But this is all a guessing game, nobody knows for sure what will happen. My guess is that they will be refused a visa, as they have pretty much everything against them - US family, no money/resources, being from a high refusal country anyway, etc. But until they actually go for that interview, there's no way of knowing and sometimes there have been cases where people have surprised us and been given visas despite their circumstances.  I wish them the best of luck.

    When you have the exact wording and status of any petition filed, please post that, with enough context for us to understand.  Do you mean she previously sponsored HER ex husband?  What's the timing associated with the two filings?
     
    If she is truly suspected of misstating who the father of her children is, that's a major issue.  One I've never seen here in 19 years.

    Probably not very long, but there are quite a few options out there for Left biased journalists that have opened their eyes.
