Wow, can't believe it. Just got my interview letter from NVC  for February, 3 at Rio Embassy, Brazil. CC: Nov 30, 2018 (EB2). Hope you all guys may hear good news soon as well.

OMG we just received the NVC email with interview date for FEBRUARY 04, 2019 at 09:10 AM MANILA PHILIPPINES, Case Closed Dec 27 finally were almost finished!! NVC seems busy scheduling interviews today, several of us got our interview date today I'm so excited!

Seeing you all getting interview email is exciting. I called NVC  this morning and customer rep confirmed they are scheduling interviews and gov shutdown is not affecting this part, your interview letters proves that too.
i am hoping to get mine this week. Fingers crossed.

so happy folks, i just got an email from NVC and when logged into CEAC, i saw documents were accepted and saw below message. Now i can celebrate new year with a smile, i am sure now they are working on Dec 13th cases.

A friend who submitted on the 12th got a RFE, so, people who submitted around these dates may have CC or RFE till tomorrow. 
 
I saw they already checked my DS 260, it says "completed". Whoo hoo!

My joint sponsor never changed to accepted. Only 1 document still showed submitted. But I still got the cc and eventually interview.

If he had NO INCOME from any employment or business, he is not required to file tax returns.  Current income and current year income are not the same thing.  Minimum wage does not mean the same as meeting the minimum income requirements.
 
People with NO income who are petitioning a relative, are required to provide an I-864.  The only qualification is being a petitioner.
 
Yes, the public charge decision is always a judgment call.
 
Please clarify what the petitioner's current income is.  How much gross per pay period and how often are they paid?

As @geowrian said all LPR and USC have to file taxes every year even if living abroad. So he will need to file taxes for those periods or a signed statement why he didn't. Also if he is working and only making minimum wage then the total amount he makes a year might not be enough to make the threshold. So you might want to check that more thoroughly. 

USCs and LPRs are taxed on worldwide income, not just US-based income. If he made more than the minimum thresholds to be required to file, then he must file taxes before he is eligible to file an I-864.
Generally, one can use the FEIE and/or FTC credit to eliminate their tax liability on income earned while abroad.
If he had no income at all, or less income than the filing threshold, then he should provide a signed statement as to why he was not required to file.
 
Current income is king. That said, the CO looks at the totality of the circumstances to determine the public charge concern. Many people have had success with only income earned thew same year as they file.
Some embassies/consulates are more strict than others.
Making the minimum income level qualifies one to file an I-864. No income level ensures that will satisfy the CO.

Thank you,I received the invoice and case number via email from NVC ,if u submitted yours with uscis that’s how NVC will contact you and if u didn’t then u have call NVC to give them your email....do you know if I’m suposse to receive something else???only invoice number and case number and that’s it???? 

Guys just a quick update ,NVC recieved my case on September 18 and I just got the invoice number and everything ..wowwww I was expecting that in 3 weeks or something like that...now that was fast.. but I’m very happy to share this news with u all.!!!
