They just didn't enter the correct category.

Okay so are your fingers broken?  Can you not go out to the Nebraska list and look as others have done?  We have even made a list to show the recent numbers.  What kind of “proof” do you want?  I mean let’s be honest, it started with a trickle and has gradually grown to a steady stream as others have tried it.  To have a major number, it will take a while because people are too scared to try because 1.) their attorney told them it was obsolete 2.) they think they will have to wait longer 3.) or that will cost them more money. 
 
The K3 was developed by Congress when there was an unfair advantage for K1 to come to the US faster.  There is still an unfair advantage for the individuals that are in Nebraska SC.  We are not shifting the line, the K3 was specifically developed for this situation.
 
I’m sorry but this is a bunch of nonsense.  The immigration system is broken.  It’s ridiculous for married couples, especially newly weds to have to be apart for two years or more.  This is a time you are supposed to be getting to know each other, not stressing over Government red tape.

I am not arguing, within the context of their country and their country only they can measure how they wish. I still believe the parents could sign a notarized document that they gave permission expressly other than by attendance, however, no way to determine if the officiant was informed 

I recommend:
 
1) Withdraw your wife's petition and includeba letter saying you guys misunderstood the age specifications.
 
2) Head back to Nepal and get legally married. Or meet in a third country.
 
3) File for CR1 with an added document explaining the situation. It should be 12-14 months or so without difficulty.

what I need to show that she was okay to marry. we were in love from 2009. we married in 2010 I came to us in 2011. I have all chat history before we married. Does it work?

You have to show you (and her) complied with age/marriage laws at the time of marriage. Not now.
 
With her age being seen as 17 by USCIS, you should have held the compliance documents at the time of marriage, or risk the marriage being viewed as not in compliance, ie have the legality questioned. 

I think you may be confusing certain words..."okay to marry" doesn't mean that USCIS is questioning that SHE agreed to marry you, or was okay with marrying.  You have to show that it was LEGAL for her to marry you at age 17 WITHOUT her parents agreeing in 2010.
 
This can be proven by sending evidence regarding Nepali law at the time you were married, and/or a statement from the officiant that married you in 2010 stating parent consent was not needed.

I m in the same boat. My I-130 is processed in California, PD is 4/18/2017. Applied online N-400 on 03/12/18. secluded for the fingerprint now. keep in touch 

I don't think this is something new. NVC has been doing this for while. This information is also on state department's site

296 days and still waiting. Losing  all hope now 

Just saw on the March thread that someone with a PD of March 21st just got approved from California. Seems they are a little behind, but hopefully within the next month you'll hear something. Sorry you are waiting so long!
