Do you have any tips on how to learn russian and ukranian? Need to, for my mother in law.... . We plan on going back to do a small ceremony their when my wife gets EAD. Love Kiev!!! been there 3 times so far

Don't give up...according to your timeline you are close to getting your EAD

Unfortunately since 2001 they made things a little more stringent, and expired anything, is very unsual to get a DL. I used to live in Oregon and Washington state. They used to allow for anyone, meaning documented and undocumented people to get DL, because no REAL ID was impossed on drivers in those states. Nowadays is a different matter and CA is one of those exceptions for DL. You might be lucky there. Worst is you can try. A VJ'er in Georgia got DL with NOA1, but according to USCIS that was a mistake.   

A learner's permit is an ID, just like a driver's license or state non-driver ID is (and they all look pretty similar in most states). You can't use it to drive without another adult who meets the requirements in the car, but you can use it to prove your identity (say, to prove you're over 21 to buy alcohol).
 
My impression previously was that AB-60 licenses (and so state ID cards and learner's permits) were intended for illegal aliens, but the documents available to prove you're eligible for one include things that a K-1 recipient should have. Which is somewhat interesting, because I was thinking my fiancée couldn't even start learning to drive until she got EAD (though she's passed a few online written tests already, she doesn't drive in Russia).

i would doubt that they accept an expired I-94. Most states is not even possible to apply for DL w/o EAD.

Cool, just find any field office you can book an appointment with. I am sure they will find an answer to your case. Hope the officer will call you with a date, if not just try online with any field office around you. Good luck, keep us posted. 

Sorry tier 1 is usual contractor. Tier 2 more knowledgeable contractor. Tier 3 is actual uscis employee.
if you say my case is missing to the tier 1 they should offer to transfer you to tier 2.
 
Yes,  California takes long time...but basically your case is ready to be called when local office has time. So no RFEs.

I know few weeks ago I had some issue with not able to log in to my case and kept getting an error. When I called USCIS they said the system maybe being upgraded. Anyways, a week later the case was back to normal and abel to log in.
As far as info pass, same happened here in Los Angeles whenever we wanted to make an appointment. The system will tell no appointment for today or even the next week. Wrong!! We had to check on a daily basis and there was opening available. You just have to keep checking everyday for open appointment, and one will be available.

K-1 visa holder, doesn't matter if your i-94 has expired. 

I would recommend you add the i131 to your AOS as well.
